Slopes are the other risk: civil defense has called Buritis the most critical neighborhood for slides, and the city estimates that at least 3,600 people live in high geological risk, while Vale's dam work in nearby Nova Lima runs to at least 2027. A 2025 bill for a tourism fee was archived on 19 November 2025 after the mayor asked for it back, and one making booking platforms withhold ISS service tax was archived on 15 September 2026, so neither became law. 37.5 (2025) Partly The city named Rasa, Manguinhos, Centro and Geribá as the worst-hit areas in the rain of 26 February 2026, and blames low ground, lagoons and blocked drains. A swell on 24 August 2025 damaged nine houses at Praia do Canto, and a fire in August 2026 burned forest between Praia Brava and Praia do Forno. CFB 36 None or seasonal: see the guide

A bill before the city council would cap stays and require a municipal registration, and no vote on it was confirmed; a building's convention may still restrict lets, and the STJ is deciding that question nationally. 20.11 (2025) No Flash floods along the Belém and Barigui rivers and their tributaries, with past events in Água Verde, Mossunguê and Cidade Industrial and drainage works listed for Parolin, Fanny and Caximba. Long-run drought is the other risk: water was rationed from March 2020 to January 2022. CWB 18 Lisbon, Buenos Aires, Santiago, Lima

Bill 19.534/2025 would create a registry and permit, but the council's legal office called it unconstitutional and it was still in committee. 9.7 (2024) Yes A tide of about 1.4 m on 6 October 2025 broke the walls of 12 houses at the south corner of Praia dos Ingleses and moved rock barriers at Morro das Pedras and Campeche, and the city declared an emergency. Heavy rain has flooded the SC-401 between João Paulo and Sambaqui, and high tide floods the SC-405 near Rio Tavares. A 2017 council amendment on ISS could not be confirmed as in force and a 2025 bill stalled, so each building's convention decides. 28.86 (2025) Partly Salt corrosion is severe at Praia do Futuro. The city counted about 72 risk areas in February 2026, mostly flood-prone, and expects more than 100 after a new survey, with Vicente Pinzón and Mucuripe among those named in earlier counts. FOR 8 Lisbon, Paris, Madrid (daily from late October 2026), Buenos Aires (reported for early 2026; current schedule not confirmed), Montevideo (announced for late 2025; current schedule not confirmed), Orlando (high season only, as reported in 2025)

Building rules, the tourist fee and any building's own convention still apply. n/a Partly The state's erosion plan puts the retreat on the village beach at 48 meters, about 10 meters a year, with 10 critical points from the village to Pedra Furada. Moving dunes and rainy-season runoff in the sand streets are the other physical risks. JJD 30 None or seasonal: see the guide

The federal Tenancy Law's 90-day season lease and each building's convention still apply. 38.2 (2024) Partly Salt mining caused subsidence in Pinheiro, Mutange, Bebedouro, Bom Parto and Farol, and a mine ruptured by the Mutange lagoon in December 2023. Coastal erosion, storm-water sewage and hillside landslides are covered in the risk chapters. MCZ 22 Buenos Aires (seasonal, December to March)

The city's tax code lists serviced seasonal lets under the ISS service tax, and each building's convention can still decide the question. 10.82 (2024) Partly Sand loss and storm drains at Ponta Negra, shoreline retreat of 1 to 2.5 meters a year on the Via Costeira, and boardwalk collapse at Areia Preta. Landslide risk at Mãe Luíza, Jacó and Passo da Pátria, and flooding around drainage lagoons such as Preá and Jardim Primavera. NAT 30 Lisbon, Buenos Aires, Montevideo (seasonal)

Gramado, two hours away, began charging 3% ISS on nightly rates in March 2026, so ask the finance department whether anything similar is pending here. 13.8 (2025) Partly In May 2024 water came through failed gates, drains and dikes into Menino Deus, Praia de Belas, Cidade Baixa, the Centro, Floresta, São Geraldo, Navegantes, Humaitá, Sarandi and the airport area, and the south coast, far south and islands lie outside the protection system. SGB's mapping, finished in December 2022, counted 142 inhabited risk areas, 101 of them tied to floods, flash floods or riverbank erosion and the rest to mass movements such as slides and rockfalls. Building conventions decide in practice, and the city's service tax list includes seasonal lets supplied with services. 45.5 (2024) Partly A UFPE model has tides reaching street level in 12 neighborhoods today and 28 with a 0.70 m sea rise, with Boa Viagem, Imbiribeira, Afogados and Ilha do Leite worst affected. Hillside landslides killed more than 130 across the metro area in 2022, and about 3,300 load-bearing masonry buildings show some collapse risk. Bill PL 372/2025 passed a special commission as a softer report on 15 December 2025, calling for a registry and condominium authorization, and still needs a vote of the full council. 20.4 (2024) Partly Rua Jardim Botânico reached 1.10 meters in the April 2022 flood and the Praça da Bandeira reservoir overflowed for the first time. The city runs landslide sirens in 103 hillside communities, while silted lagoons surround Barra and Copacabana has lost about 10% of its sand in ten years. Airbnb says hosts could have to register too and disputes the law, and the press coverage gives no rate. 52.0 (2024) Partly Cemaden counted 1,217,527 residents in flood or landslide risk areas, the most of any monitored municipality; 13 of the city's 14 landslide sirens sounded on 22 October 2025 in hillside communities such as Castelo Branco and São Caetano. Sea walls have failed on the Atlantic front at Pituba, Amaralina and Ondina. SSA 24 Lisbon, Madrid, Paris, Panama City, Buenos Aires, Montevideo

We found no general city permit law, only bills PL 1476/2025 and PL 194/2026, both still in committee when last recorded. 4.6 (2025) No The Tietê floodplain flooded Jardim Pantanal for about a week in February 2025, and 185,634 homes sat in mapped landslide areas in a Defesa Civil count, led by M'Boi Mirim. Across the city, Enel's outages of 2023 to 2025 and low Cantareira levels in 2026 affect daily life in high-rises. The tax code charges a R$ 2 per room-night tourism fee on lodging, including 'condomínios e similares', and how that reaches a private house rented through a platform is not spelled out. One commercial site says a municipal registration is required but rarely enforced; we found no ordinance behind that, so ask the city. 71.2 (2025) Partly Sandstone cliffs run from the Rio Trancoso to the Rio Caraíva, and the dirt road south gets harder after rain. A December 2021 storm cut power and water in Trancoso for about two days and residents reported collapsed houses. BPS 47 Buenos Aires (Aerolíneas Argentinas, frequency unconfirmed), Buenos Aires (JetSMART, seasonal, announced from 5 January to March 2027)

ITBI shows what a buyer pays on time: Fortaleza's 2% and Trancoso's 3% apply only if you pay early. Homicide rates come from different sources and years, and Trancoso's covers all of Porto Seguro. Rio's rain is from a station in the forest hills, and Búzios, Trancoso and Jericoacoara use the nearest full records.

High-rise residential and office buildings across São Paulo

Big cities

Where the jobs and tenants are. By asking price per square meter, São Paulo is at R$ 12,206 and Rio at R$ 11,302. Curitiba sits above Rio at R$ 11,766, while Porto Alegre asks R$ 7,545. Brasília rose 9.8% in a year, Belo Horizonte only 1.97%.

The Pelourinho district in Salvador, with colored colonial houses on a sloping square

Northeast capitals

The investor-visa minimum is lower here, at R$ 700,000. Salvador and Fortaleza rose more than 10% in a year. Recife and Natal show the highest gross yields on this page, at 8.3% and 8.03%. Maceió now asks more per meter than Recife or Salvador.

Dunes and coast in Jericoacoara National Park, Ceará

Beach towns and islands

Few homes, seasonal income, and more land questions per deal. Florianópolis is the most expensive market on FipeZAP's list here at R$ 13,607. The index does not cover Búzios, Trancoso or Jericoacoara, so read what each guide says its figure is based on.

How the markets differ

Across the 56 cities it tracks, the FipeZAP index put average asking prices at R$ 10,015 for each square meter in September 2026, a rise of 5.51% in 12 months. That average hides a gap of more than two to one between the markets on this page. A 100 m² apartment at the average costs about R$ 646,500 in Natal and about R$ 1,360,700 in Florianópolis.

The markets also move on separate clocks. Salvador rose 16.38% in 2024, 16.25% in 2025 and 10.38% in the latest 12 months. Curitiba rose 18% in 2024, then 9.08% in 2025, and has slowed to 1.86%. Buying where the last two years looked best means buying a different market from the one those two years described.

Price level says little about rental return. Recife asks less than Fortaleza, yet the rent it asks per square meter is half as high again, so its gross yield is 8.3% against 4.92%. If income is the goal, look at the yield column before the price column.

Some of the most expensive cities on the index are not in these guides yet. Vitória asks R$ 15,905 a square meter, Balneário Camboriú R$ 15,369 and Itapema R$ 15,340, all above every market on this page.

What the price and yield figures measure

Fipe and Grupo OLX (Zap, Viva Real and OLX) run FipeZAP, which draws on apartments advertised on the internet. Three limits follow from that.

  • These are asking prices. A deal can close lower, and the index does not record it.
  • It covers ready apartments. Houses, land and off-plan units are not in the figure, which matters in beach towns where many homes are houses on plots.
  • A city figure blends every neighborhood. Salvador's guide shows how far one area can sit from the average. Barra was at R$ 13,278 in FipeZAP's own August reading, against R$ 8,691 for the city.

The yield here is gross. FipeZAP takes the monthly asking rent per square meter, divides it by the asking sale price per square meter and multiplies by 12. It leaves out condominium fees a landlord pays, IPTU, empty months, management and tax on rent. Its rent series counts new leases only, so existing tenants paying less are not in it. Compare yields between cities, then work out your own net figure on one real home.

Inflation is not removed either. The IPCA-15 consumer price measure rose 4.45% over those same 12 months, so a market showing +1.86% or +0.85% fell in real terms over that period.

Dollar figures use R$ 5.42, the Banco Central's PTAX sell rate from 30 October 2026. A buyer funding in dollars carries that rate as a separate risk, in both directions, on the way in and on the way out.

Prices in Brazil can fall for years, and these figures are before inflation. Rio fell in all five years from 2015 to 2019, by 1.36%, 2.08%, 4.45%, 3.59% and 2.25%. Brasília fell every year from 2014 to 2019. Fortaleza dropped 8.07% in 2019 alone, the year after two smaller falls, and is now among the fastest risers. Think about how long you could hold a home through a stretch like that.

On 100 m² at these averages, Recife asks about R$ 6,439 a month against a R$ 904,500 price. Curitiba asks about R$ 4,944 against R$ 1,176,600. Fortaleza and Natal both saw asking rents rise more than 16% in 12 months, so their yields may look different a year from now.

None of these figures covers short lets. Published short-let numbers vary widely by source and usually cover one platform, so each market guide quotes one only with its source and date, then gives you a calculator to run your own. Read the rules on short lets first, because a condominium can restrict them whatever the city allows.

What the investor-visa minimum buys in each market

Brazil's investor visa sets a property minimum of R$ 700,000 for the North and Northeast, about US$ 129,000 at the rate used here, and R$ 1,000,000 elsewhere, about US$ 184,500. The minimum is written in reais, so it costs more or fewer dollars as the exchange rate moves. At each city's average asking price, that minimum buys this much apartment:

What the purchase tax costs in each market

ITBI is the tax a city charges on the transfer, and it is the closing cost that changes most with the address. São Paulo, Rio, Belo Horizonte, Porto Alegre, Salvador, Recife, Natal and Maceió all start at 3%, which is R$ 30,000 for every R$ 1,000,000 of purchase price. Brasília, Florianópolis and Jericoacoara charge 2%, or R$ 20,000. Curitiba charges 2.7% and Búzios 2.5%.

Four markets reward speed. Fortaleza's finance office lists 4%, cut to 2% if you pay at least a day before the deed, while its published code shows 3%, so ask before you sign. Trancoso's municipality, Porto Seguro, sets 6% in a code compiled to 2021, with half off if you pay before the transfer is registered. Recife's rate drops to 1.8% if you request the assessment inside 180 days of the first commitment you sign, and Maceió takes a third off if you request the tax form inside 30 days of the deed. The Buying costs tab uses the lower figure for Fortaleza and Trancoso, so a missed window costs more than the table shows.

Cities also differ on the value the rate applies to. São Paulo applies it to whichever is higher, the price or its reference value, which the STJ's Tema 1113 rejects as an advance base, while a December 2025 Brasília law presumes the declared value true. State notary and registry tables can outweigh all of this: for a home costing R$ 1,000,000 they come to about 0.4% in Brasília and 4.1% in Natal, on the last table we could confirm there. Closing costs works through a full example.

Where short lets have their own rules

As of November 2026 we found a city rule aimed at short lets in only two of these markets. São Paulo bars them under Decree 64.244/2025 in units of social housing classed HIS and HMP. Salvador's Law 9.877/2025 brought lodging and platform intermediation into the ISS service tax and made platforms and companies withhold it and hold a municipal registration, and Airbnb disputes the law.

Elsewhere the question is open. Rio's PL 372/2025 still needs a vote of the full council, Florianópolis's Bill 19.534/2025 was in committee, and Curitiba has a bill before its council to cap stays. In February 2024 a committee cleared Brasília's PL 1994/2021, and we could not confirm what happened next. Búzios archived both its tourism-fee bill and its bill on platform tax. Trancoso's tax code charges a R$ 2 per room-night fee on lodging, without saying how it applies to a private house. Gramado, two hours from Porto Alegre, began charging 3% ISS on nightly rates in March 2026.

No city law does not mean you are free to let. The building decides first: short-term rental rules covers the STJ's May 2026 ruling on a two-thirds owner vote and the binding decision still pending.

What the homicide figures can and cannot compare

The Risks tab shows the latest rate per 100,000 residents that we could source for each market. Read it as a rough order, because the counts differ. Salvador's 52.0 and Porto Seguro's 71.2 include all intentional violent deaths, police killings among them. Natal's 10.82 is a narrower Ministry of Justice homicide count, and São Paulo's 4.6 is our own division of 530 victims in state data by the census population.

Years and scale matter too. Búzios's 37.5 comes from 15 killings among 40,006 residents, so a handful of cases can move it a long way. The figure shown for Trancoso covers the whole municipality of Porto Seguro, because none exists for the district, and we found no rate for Jericoacoara. Fortaleza's 28.86 is for 2025, and killings there then fell sharply: 125 from January through May 2026, against 337 a year earlier. Each market guide says what its own figure covers.

Floods, landslides and federal coastal land

The physical risk changes in kind from market to market. Porto Alegre's is the river: in May 2024 water came through failed gates, drains and dikes into Menino Deus, Cidade Baixa, the Centro and the airport area. Maceió's is the ground itself, after salt mining caused subsidence in Farol, Bom Parto, Bebedouro, Mutange and Pinheiro. In Salvador Cemaden counted 1,217,527 residents in flood or landslide risk areas, the most of any monitored municipality.

On the coast the sea is the issue. A UFPE model has tides reaching street level in 12 Recife neighborhoods today. Jericoacoara's state erosion plan puts the retreat on the village beach at about 10 meters each year, and Natal's Via Costeira loses between 1 and 2.5 meters a year. At Praia dos Ingleses in Florianópolis, the walls of 12 houses broke under a tide of roughly 1.4 meters on 6 October 2025. Flood and landslide checks shows how to use the official maps for one address.

Federal coastal land, or terreno de marinha, does not arise in the inland capitals: Belo Horizonte, Brasília, Curitiba and São Paulo. Florianópolis has the sharpest case, where a tide line drawn in 2013 took the number of affected properties to more than 39,000, up from about 4,000. In most other coastal markets it applies in parts, and no public list settles it lot by lot, so read the registry entry for each home.

When it rains in each market

Rain peaks at opposite ends of the year. In the center and south, summer is wet: Belo Horizonte gets 339 mm in December, São Paulo 292 mm in January, Florianópolis 241 mm and Curitiba 226 mm. Brasília peaks a little earlier, at 253 mm in November. On the Northeast coast the wet months come later: Fortaleza has 385 mm in April and Salvador 302 mm in May, then Recife 390 mm, Natal 349 mm and Maceió 323 mm in June. Porto Alegre has no dry season to speak of, from 103 mm in March to 164 mm in July.

This decides when to inspect. Recife drops to 39 mm in November, Belo Horizonte to 5 mm in July and Brasília to 2 mm, and a viewing in those weeks can hide a leak or a flooded garage. If you can make just one trip, go in the wet months and ask to see the garage and the street.

Some of these records come from a distance. Rio's station, at Alto da Boa Vista, sits in the forest hills, and the beach plain is much drier. Jericoacoara uses Fortaleza, about 300 km east, Trancoso uses Caravelas, about 130 km south, and Búzios uses Iguaba Grande, beside the Araruama lagoon.

Flying in from abroad

The Getting there tab lists the nonstop international routes we could support. São Paulo's Guarulhos has 21 and Rio's Galeão 13. Belo Horizonte and Recife have 8 each, Florianópolis 7, Fortaleza and Salvador 6, Brasília 5, Curitiba and Porto Alegre 4, and Natal 3. These lists change quickly: some routes are seasonal, some rest on press reports, and the guides mark which, so confirm with the airline before you plan around a route.

Lisbon is the common link to Europe, listed from 11 of these airports. From the United States the choice is mostly São Paulo and Rio, with Orlando listed in season from Recife and Fortaleza and on Azul from Belo Horizonte. Maceió's only listed route is a seasonal one from Buenos Aires, and Porto Seguro, the airport for Trancoso, also lists only Buenos Aires. We could confirm no international route at Cabo Frio, the nearest to Búzios, or at the Jericoacoara airport.

The ride in differs as well. Porto Alegre's airport is 7 km from the center and Fortaleza's 8 km, against 40 km in Belo Horizonte and 47 km between Porto Seguro and Trancoso.

What changes from one place to the next

The purchase itself follows the same national steps everywhere, set out in the Brazil buying guide. Four things change with the address, and they can move the total by more than a price negotiation will.

Transfer tax and registry fees. Each municipality sets its own ITBI rate and its own view of the taxable value, and each state sets its notary and registry tables. Closing costs sets out a worked example, and each city guide has its own.

Who else holds rights over the land. On the coast a home can sit on federal land with annual charges and a fee on sale. In some beach towns land changes hands as possession without registered title. Foreign buyers also face limits on rural land, which matters once a plot falls outside the urban zone. A title check finds most of this before you pay.

Physical risk. Floods, landslides, erosion and ground movement have official maps, and they differ street by street. Flood and landslide checks shows how to read them for any address.

Seasons. Rain, visitors and rents peak in different months around the country. An inspection in the dry months can hide damp walls and flooded streets, and the Salvador guide shows what a rainy-season trip reveals.

How to use these guides

Use the budget slider and the table above to bring the list down to two or three markets. Open each market's guide and compare its neighborhoods, what goes wrong there and its living costs. Then read the national guides on your own situation, such as moving the money, financing or condominium fees.

When you are ready to look at real homes, homes for sale are listed directly by owners and brokers, and each market guide shows what is on offer there now. The brokerage directory lists firms by city, for reference and without endorsement. If you buy without a broker, buying directly from an owner explains what a broker would otherwise do. Listing a home is free for owners.

Questions about choosing a market

Which Brazilian city has the most expensive property?

Among FipeZAP's capitals, Vitória is highest in September 2026, at R$ 15,905 per square meter. Of the markets on this page, Florianópolis is highest at R$ 13,607.

Where is property cheapest among these markets?

Natal at R$ 6,465 per square meter, followed by R$ 7,545 in Porto Alegre, on FipeZAP's September 2026 figures.

Which city has the highest rental yield?

Recife at 8.3% gross and Natal at 8.03%, before condominium fees, IPTU, empty months and tax.

Are these actual sale prices?

No. FipeZAP measures asking prices in online ads for ready apartments. Deals can close lower, and houses and land are not in the figure.

Why are there no FipeZAP figures for Búzios, Trancoso and Jericoacoara?

The index does not cover them. Each of those guides says what its own figure measures and how large the sample is.

Which cities have the lower investor-visa minimum?

R$ 700,000 applies in the North and Northeast, which here means Fortaleza, Jericoacoara, Maceió, Natal, Recife, Salvador and Trancoso. Elsewhere it is R$ 1,000,000. See the visa guide for what counts.

What exchange rate do these dollar figures use?

R$ 5.42 per US dollar, the Banco Central's PTAX sell rate on 30 October 2026. It is a reference rate. Your bank or FX provider will charge a spread on top.

Can I buy directly from an owner?

Yes. Brazil Keys lists homes directly from owners and brokers, and this guide covers the checks you take on yourself when there is no broker.

Which city has the lowest purchase tax?

Among these markets, Brasília, Florianópolis and Jericoacoara charge 2% as their ordinary rate, and Brasília charges 1% on a new build's first transfer. Fortaleza reaches 2% only if you pay at least a day before the deed.

Do any of these cities restrict short-term rentals?

São Paulo bars them in social-housing units, and Salvador taxes lodging and requires registrations under a 2025 law. As of November 2026 we found no general city permit elsewhere, but the building's own rules can still stop you.

Which markets have no federal coastal land?

The inland capitals: Belo Horizonte, Brasília, Curitiba and São Paulo. The regime does reach Guarujá and Ilhabela, the coastal towns near São Paulo.

Which airport has the most nonstop international flights?

São Paulo's Guarulhos, with 21 routes we could support, followed by Rio's Galeão with 13. Check any route with the airline, because schedules change often.
