Cost of living in Fortaleza

A couple can run a good apartment in Fortaleza for far less than in the Southeast, but air-conditioning, condominium fees, school fees and private health plans decide the real number.

How you live

Monthly, in reais, for a couple. Untick what does not apply. Dollars at R$ 5.42. Sources are listed at the end of this page.

How a monthly budget adds up

Take a couple renting 75 to 100 m² in Aldeota. A Corrida's November median of R$ 51.40 a square meter gives about R$ 3,900 to R$ 5,100 in rent, and with our estimates for the fee and IPTU you reach about R$ 4,600 to R$ 6,900 before utilities. Utilities, groceries, an internet line, meals out and transport lift that to about R$ 6,900 to R$ 11,700 a month. Two private health plans take it to roughly R$ 7,900 to R$ 14,700, or about US$ 1,460 to US$ 2,710. That range is an estimate built from the items on this page, not a published figure. Meireles and Mucuripe sit toward the top of it. Owners replace the rent with a fee, IPTU and a maintenance reserve, and on a coastal building that reserve should not be small.

Numbeo's November 2026 page for the city shows how salaries compare: an average monthly net salary of about R$ 3,108 and a 20-year mortgage rate of 11.38%. For locals, prime-district rent is a big share of income, one reason the FipeZAP index showed Fortaleza with the lowest rent per square meter among surveyed capitals as recently as 2024. Asking rents have since jumped by double digits two years running, so older budgets online are out of date. For buyers, the main Fortaleza guide explains taxes and closing costs, and you can learn to read a building's accounts from the fee guide.

Heat, power and water bills

The climate decides your power bill. INMET's normals show highs near 31 °C all year and lows that rarely go much below 23 °C, so a bedroom unit tends to run most nights, as a general observation. Aneel approved an average 5.78% increase for Enel Ceará in April 2026, with 4.67% for homes, then a reduction averaging 5.87% from 26 August, funded by payments hydroelectric plants make for using the water. Your bill therefore moved twice in 2026. National tariff flags, which add cost when power generation is tight, come on top. A west-facing apartment on a high floor and a building with an old electrical system will both cost more, so ask for a year of the seller's or tenant's bills.

Water deserves a thought too. The reservoirs supplying the city needed transfers from the interior in 2026, and the seawater plant planned for Praia do Futuro is being paid for through a 30-year public-private partnership with Águas de Fortaleza. Its effect on the tariff has not been stated. Many buildings split water by unit or bundle it into the fee, so check which applies to you. On the coast, add the slow cost of salt to the list: casings, window fittings and metal fixtures wear out quickly. The nearer the sand, the sooner.

Health plans and hospitals

Most expats and middle-class residents rely on private plans. No Fortaleza-specific published price list was found, so quotes must come from the operators, among them Unimed Fortaleza, Hapvida, Amil and Bradesco Saúde. Neon's São Paulo averages, updated in 2024, put the 59-plus band at about R$ 403 to R$ 626 at one small operator and from about R$ 1,100 on Unimed's basic plan, a rough marker only. Collective contracts here faced increases of up to 12% in 2026, Diário do Nordeste reported, and Unimed Fortaleza gave an average of 9.15%. Foreign retirees should ask about waiting periods for pre-existing conditions before dropping any cover at home.

The network you pick should match the hospitals near your home. Unimed's own hospital, on Visconde do Rio Branco, is the flagship of its plan and appears in Newsweek's 2026 ranking. Hospital Monte Klinikum in Meireles and Hospital São Carlos in Dionísio Torres accept a range of plans, as QuintoAndar notes. For a public emergency on the east side, the Hospital Geral de Fortaleza is in Papicu. Ask whether your plan covers each one, because this varies by product more than by operator.

School fees and domestic help

School costs rise sharply at the top. Melhor Escola reports a city average of about R$ 968 a month, with a range from R$ 144 to about R$ 1,793, though those are listings across all kinds of schools. One early-years school in Cocó listed R$ 1,668 as a starting fee, and Numbeo puts full-day preschool at about R$ 1,050 and international primary at R$ 19,800 a year. Ask for the 2026 fee table directly, along with registration and materials, because those are often charged separately. English-language schooling is limited, as the main guide explains.

Household help is one of the things that still feels cheap to foreign budgets and carries real legal duties. The national minimum wage in 2026 is R$ 1,621, and a registered full-time worker costs about R$ 1,945 a month with employer charges, or about R$ 2,270 once 13th salary and vacation are provisioned. Federal law treats anyone working in a home more than two days a week as a domestic employee. Local day rates for a diarista, a cleaner paid by the day, were not found in a published source. Ask neighbors, and register anyone who qualifies through eSocial.

Prices through the year

In general, everyday prices here do not swing much by the month, though restaurants along the Beira Mar charge what the visitor market will pay. The bigger seasonal effects fall on what renters and owners pay for short stays. Airbtics shows July busiest and May slowest, and a R$ 296 nightly average in its latest year of data. If you plan to arrive on a short-term rental while you house-hunt, those months make a real difference to your budget. Airlines add European seats in December and January, so book those trips early. Coming from abroad, your costs also move with the exchange rate: the conversion above uses R$ 5.42, the Banco Central's rate from 30 October 2026, and a stronger real shrinks your budget. Compare with Natal and Recife if you are still choosing a city. Their rents per square meter stood at R$ 45.71 and R$ 64.39 in FipeZAP's September 2026 report.
