Suits

  • second-home buyers who want a low-rise beach town about three hours from Rio
  • owners happy with a January peak and a weak June, against Airbtics' 47% median occupancy
  • buyers of houses in gated groups who will read the condominium accounts and the zoning sheet
  • year-round residents who can live with one main road and summer water and power failures

Look elsewhere for

  • anyone wanting an apartment in a tall building: the municipal limit is two floors in every zone
  • buyers who need an index price: FipeZAP does not cover Búzios
  • anyone who needs a Búzios price trend or time-to-sell figure before committing: none is published
  • buyers of sea-facing lots who will not pay a lawyer and a surveyor to check federal land and permanent preservation limits

The market in late 2026

Búzios has no official price series. FipeZAP, the index most Brazilian press quotes, does not cover it, and no city or notary sale data could be found. The one number on this site is a median of R$ 18,571/m² from 9 listings with an area figure on our own index, drawn from 50 listings collected in May 2026. Every one of those 50 asks R$ 5 million or more, so that median describes trophy houses, not the town. For scale, FipeZAP's September 2026 reading for Rio de Janeiro is R$ 11,302/m², across a very different stock of apartments.

Below that top layer the supply is large for a small place. On 3 November 2026 the portal Chaves na Mão showed 3,187 properties for sale in the municipality, about one for every 13 of the 40,006 residents counted in the 2022 census. Geribá alone had 592, Manguinhos 366, Rasa 249, Ferradura 222, Centro 127 and João Fernandes 96. A listing count is not demand, and the same house can appear under several agents. It does tell you a buyer has choice and should not be rushed.

Visitors drive the place. In a report dated 19 January 2026 the city counted about 160,222 visitors over a long weekend, nearly four times the 42,000 to 42,500 residents it attributes to IBGE, with hotels at 95%. Hotels reported 94.8% on 30 December 2025 and 92% at Carnival 2026. Argentina is the outside market people talk about, and Booking.com's search ranking for the 2025-26 summer, as reported by the Argentine magazine Mercado, put Búzios fourth, with Florianópolis first and Rio third. No published figure says how many buyers are Argentine, so treat claims about that with care.

New building is shaped by the height rule covered below. An off-plan portal lists two projects in the municipality, one with 52 m² units and one with three-bedroom units of 305 to 308 m², and shows both prices only on request. If you go that way, start with how off-plan purchases work in Brazil. City hall also says outside money is looking: it hosted Houston executives in October 2025 who came to assess investment on the Costa do Sol, with no sums or deals announced.

Browse homes for sale for live asks, and treat every number in this chapter as an asking price from 2026 and not a sale.

A peninsula, a mainland and one spine road

The master plan splits the municipality into three: the peninsula, the mainland and the islands. Almost everything a visitor pictures sits on the peninsula. As a general observation, most year-round life and most of the cheaper land sit on the mainland side, around Rasa, Baía Formosa, São José and Tucuns. Those two halves price and behave like different towns under one city hall.

Avenida José Bento Ribeiro Dantas is the spine. Article 88 of the plan traces the main access from Maria Joaquina through São José and the Pórtico de Búzios gateway, then along this avenue to the center. Listings put addresses on it in Praia Rasa, Manguinhos, the Orla Bardot and João Fernandes, so a street number on the avenue tells you little until you find the block. A second road, which the plan calls the alternative peninsula road, runs from São José through Cem Braças to Geribá and Ferradura to carry seasonal traffic. The city sent center-bound traffic onto it in March 2026, when a sewer fault made the avenue sink at the Pórtico.

The water changes from one side to the other, and it sets what a house is for. Geribá has strong waves and draws surfers. Ferradura is a calm horseshoe bay that families choose. Manguinhos has calm water, good wind and a thin strip of sand, so kite and sailing people go there. At the tip, Ossos and João Fernandes are small bays reached by water taxi as well as by road. The tourism office lists 23 beaches in all.

The boats are a practical detail. Water taxis leave from the pier in Centro and from Praia dos Ossos for Manguinhos, João Fernandes, Azeda and Tartaruga, which can spare you the avenue on a busy day. Melhores Destinos warns that reaching the more visited beaches from the entrance of town means facing traffic on that same avenue.

The mainland is where the plan wants growth. It calls for a new municipal center in the continental area, a bus terminal in São José and a stronger center at Rasa. The municipal hospital is already in São José. Eight areas of social interest, including Cem Braças and Capão, José Gonçalves and Tucuns, are set aside for land regularization, which tells you where title is still unfinished. Cabo Frio and its airport lie beyond the mainland side, and Arraial do Cabo further on.

The two-floor town

Almost every rule about Búzios housing starts from one sentence. Article 20 of the land-use law, Complementary Law 14/2006, sets a maximum of two floors in every zone of the municipality, citing article 303 of the city's founding law. A two-floor house with a ceramic tile roof may reach 7.80 m from the lowest floor. A one-floor house may reach 5.60 m. Non-residential two-floor buildings with slab roofs, where allowed, stop at 5.80 m.

The detail matters more than the headline. The second floor must step back 1.50 m from the front wall along at least half the main facade. Article 75 of the master plan holds upper-floor area to 30% of the level below in the ZCVS 5, ZCVS 7.5 and ZOC 15 zones and 50% elsewhere. A continuous facade stops at 13 m. A support pillar on a slope may reach 5 m, a sloping lot in a protected landscape gets 1.50 m over curb level, and a building may top a hill's ridge line by 1 m at most. Ceramic roofs are required in many zones and along key roads. Those limits can leave far less buildable space on a hillside than the lot size suggests, so get an architect's sketch before paying for land.

What this leaves on the market

The stock is houses, not apartment blocks: single houses, a house with a small second unit, capped at 50 m², on one deed, and gated groups of houses that Brazilians call casa em condomínio. On the listings checked in November 2026 condominium fees, the monthly building or group charge, ran from R$ 300 at Caravelas to R$ 3,600 on a R$ 15 million house on Avenida Geribá, with most between R$ 600 and R$ 2,500. Small studio units exist near Centro, and those group accounts deserve a slow read with the national guide to monthly fees open beside them.

The pousada trap

Article 6 of the land-use law makes a building permit for lodging depend on a registry certificate showing the property is bound to that use for all legal purposes. Article 13 says lodging with six or more rooms may not split its single registry record into separate units. So a room or suite sold out of a pousada, the small guesthouse common here, may not be a thing the registry can give you. Ask for the full record before you discuss price.

Enforcement is uneven

The rule has teeth when someone looks. In November 2021 the city halted a building of four floors on Rua Hilda Campofiorito in Ferradura and opened demolition proceedings. A local court stopped works on two lots at Geribá in October 2025, when prosecutors put occupation near 49% in a 30% zone. An older O Eco column claimed only 30% of the town's construction was formal, and no newer count could be found. Assume nothing about a house until the approved plans, the occupancy certificate and the building on the ground match.

Asking prices by area

No body publishes prices by neighborhood here, so the table below is a rough reading of the first 12 cards on each Chaves na Mão neighborhood page on 3 November 2026. Portals sort cards to suit themselves, the area on a card can mean lot or building, and these are asks. Use it for relative position only. It leaves out land, a R$ 40 million hotel in Manguinhos, a R$ 5.5 million ten-bedroom in Rasa and two R$ 15 million houses at Geribá that ask about R$ 47,000 to R$ 60,000/m².

Houses and small units on the first page of listings, November 2026

Rasa249R$ 380,000 to 2.7M2,900 to 12,300

Land shows the same gap. A 600 m² lot in Rasa asked R$ 129,000 to R$ 250,000. In Ferradura, 1,500 m² can be had for around R$ 1 million. In Centro, 1,000 m² fronting the avenue was priced at R$ 3.7 million.

The city's own value map

The tax code's land table prices each zone in UPFM, the city's indexed tax unit, worth R$ 3.6496 in a November 2025 report. It does not track the market, but it shows how the city ranks places. The 2014 table runs from 2.6 to 8.6 UPFM per m² in Balneário da Rasa and from 2.3 to 40.3 in Bosque de Geribá, and reaches 110.2 at Tucuns. Lines added in 2022 give 70.16 on Rua Manoel Turíbio de Farias in Centro and 309.95 for the beach lots of Condomínio Amarras, about R$ 1,131/m². That Centro line is about R$ 256/m², against the R$ 3,700/m² asked for the Centro plot above. So do not expect the assessed value to explain a price.

Buyers who like low buildings and a village scale also look at O Quadrado in Trancoso, another market with no FipeZAP reading, where our index shows a thin median of R$ 11,273/m².

Renting by the year

Year-round rentals exist, mostly away from the sand, but no one publishes vacancy or average rents for Búzios. Monthly asks on Chaves na Mão in November 2026 give the shape. A 15 m² studio in Praia Rasa asked R$ 800. Two-bedroom houses of 60 to 115 m² in Praia Rasa asked R$ 2,500. A three-bedroom in Baía Formosa on Rua do Horto asked R$ 3,700. In Manguinhos, two gated houses wanted between R$ 5,000 and R$ 6,000 before fees. Geribá's three- to five-bedroom houses sat mostly between R$ 9,000 and R$ 12,000. In Centro, a small gated unit wanted R$ 1,800 before a fee of more than R$ 1,000.

Some of those cards are marked for temporada, the short-stay contract, even when they show a monthly figure, so ask which contract is on offer. A temporada contract tops out at 90 days under the Tenancy Law, and the landlord may collect it all up front. A normal lease allows one form of guarantee only: a cash deposit capped at three months and kept in a regulated savings account, a guarantor, an insurance policy, or fund shares. A contract with two is void on that point. No published source describes local practice on guarantors, so ask the agent which form they expect, since a foreign tenant may struggle to produce a local guarantor.

As a general observation, the year-round tenant base here is the people who work in the town. A 2024 Correio da Manhã column describes Argentines working in pousadas and shops, and the wages behind those jobs do not stretch to Geribá rents. That pushes tenants toward Rasa, Baía Formosa and the mainland, which is also where the cost of living page takes its low numbers.

No published long-let yield exists for Búzios. To estimate one, take twelve months of a realistic ask for that street, subtract the fees and IPTU, and allow for empty months, then divide by the full purchase cost including closing. Compare the result with Rio's FipeZAP gross yield of 6.3%, knowing Rio's figure is measured and yours is not. Before setting a rent, a non-resident owner should learn how Brazil withholds on it.

Short lets and what the city charges

Short letting is a large trade with few local rules. Airbtics counted 4,799 active Airbnb listings on 16 October 2026 in a municipality of 40,006 residents. Covering September 2025 through August 2026, it reports median occupancy of 47%, down 4.1% on the year, R$ 608 a night on average and annual revenue of R$ 107,000, up 14.5%. The page calls that revenue both a median and an average, so treat it as a rough center. It says studios fill best, at 58%. January is the high point and June the low. These are estimates from calendar snapshots, for Airbnb only.

Airbtics estimates for the same twelve months

Cabo Frio6,65143%R$ 393R$ 64,000
Arraial do Cabo3,69846%R$ 373R$ 65,000

No source gives a yield for Búzios, so none appears here. To test a purchase, take the street's real nightly rates from comparable listings, count the nights booked in January, February and the long weekends separately from the rest of the year, then subtract management, cleaning, fees, IPTU and tax.

City rules

A November 2026 search of the city council's legislation database found no municipal registry or license for this trade. Two 2025 proposals came close. The first, introduced in October 2025, would have created a tourism fee of about R$ 14.60 for motorcycles and two-seat vehicles, R$ 43.79 for ordinary cars and up to R$ 109 for buses, plus a per-guest charge, and widened the finance office's view of rental platforms to find owners for IPTU and ISS, the city service tax. It passed a first vote on 30 October 2025, but the council record shows it returned at the mayor's request and archived on 19 November 2025. The second, from November 2025, would have made booking platforms withhold ISS. The record shows it archived on 15 September 2026, and no complementary law of 2025 or 2026 on either subject appears in the database. Ask the finance office whether either has come back.

The bigger constraint is often the group you buy into. Gated groups write their own rules, and our national overview shows how far they may go. Get the group's convention and recent minutes before paying, and ask about guest registers or minimum stays. Three national points remain unsettled, so take them to a Brazilian accountant: the 3.5% IOF on money sent abroad from rent or a sale, how CBS and IBS treat foreign owners above set limits, and the short-stay allowance of R$ 600.

Taxes and closing costs in Búzios

The city's transfer tax, ITBI, is set in the annex to Complementary Law 22/2009 as amended in 2022: 2.5% on ordinary transfers and 1% on properties financed through the SFH or SFI housing-loan systems. The text does not say whether that 1% reaches the whole price or only the financed share, and a calculator site's 2% does not match the law on file. Ask the Secretaria de Finanças e Arrecadação in writing before you budget on the lower rate.

The code taxes the value of what is transferred, lets the city appraise it and uses the declared value if higher. The tax is due by the date the deed is drawn up, with later deadlines for cases such as SFH-financed transfers. The property tax guide covers the national fight over using appraised values as a floor.

Federal land can add a laudêmio, the transfer charge explained in our page on federal coastal land. The city's budget has a line for its share of federal foros and laudêmios, budgeted at R$ 112,577 in 2025, so this is live here. Other items appear in the national closing cost breakdown.

IPTU

This yearly bill comes from an assessed value built from two sums: land area times the zone's value per m², with correction factors from the code's tables, and building area times a unit value, with a points score for finishes. A 2022 change counts floors, walls, fixtures, roofing, bathrooms and pool, so a renovation can lift your bill. The online code points to a rate table in an annex that it does not reproduce. A private calculator gives 1% for homes and 1.2% for commercial and land, which could not be confirmed. Listing cards in November 2026 showed IPTU figures from under R$ 300 to more than R$ 13,000 without saying per what, so get the seller's actual bill.

For 2026, a single payment by 13 February took 10% off, or you could pay in ten installments to 10 November. The same bill can carry the solid-waste fee, which may not exceed the IPTU, and the code also sets a street-lighting charge. Unpaid IPTU follows the property, so ask the city for a clearance certificate before closing.

Four land maps that can cover one lot

A lot in Búzios can sit under federal, state and city protection at once, and a clean deed does not tell you so. This is the part of a purchase worth paying for. Have a lawyer lay these four maps over the exact coordinates, with a surveyor if the lot is near water or on a slope.

The federal shoreline

Terreno de marinha, land tied to the 1831 tide line, has its own national rules, including limits for foreign buyers within 100 m of the coast. Locally, the courts have been busy. The MPF, the federal prosecutors' office, said on 27 October 2026 that a court had stopped works by the city itself on the Praia da Tartaruga waterfront, holding the site to be federal beach and terreno de marinha and rejecting the city's claim that private donors had given it the land. At Praia Brava, after a case the MPF says it filed in 2006, city crews demolished what the city called the last structure under a federal order on 8 October 2026.

In May 2021 the city, on an MPF instruction, notified owners at Geribá, Ferradura, Canto, Azeda, Ossos, Tartaruga, Manguinhos and Marina whose stairs, boat ramps, walkways, fences and walls reached beaches, rocks or slopes, threatening penalties from R$ 40,000 up to R$ 80,000 plus removal. A private stair to the sand is a liability, however old. No public list clears a lot, and the deadline for federal regularization runs to 31 December 2028, so check the SPU record for any first-row property.

Beach access

Article 40 of the master plan bans subdivisions or gated groups that block free access to the sea, beaches, rocky shores or lagoons. Article 75 guarantees public access through easements, trails and lookouts. The land-use law also bans retaining walls on lots facing a named list of beaches, including Tucuns, Tartaruga, Brava, João Fernandinho, and the small coves at Ferradura and Ferradurinha. A sales pitch about a private beach is one to check against those articles.

The state layer

The APA do Pau Brasil, a state protected area set up by Decree 31.346 of 2002, covers parts of Búzios and Cabo Frio. Its management plan, Decree 32.517, is the document to read. In a ZCVS zone, subdividing is banned and the land is treated as not for building, though an existing legal house may add up to 50% if occupation stays under 20% of the lot. The plan draws several such zones on Serra das Emerenças, some along the Tucuns road, on Ponta das Emerenças and at Praia de José Gonçalves. Its ZOC 1a at José Gonçalves allows single-family homes on lots of at least 480 m². The plan works by coordinates and never uses the names Geribá, Ferradura, Manguinhos or Rasa, so a lot's position has to be plotted. On top sits the Parque Estadual da Costa do Sol, a 9,840.90-hectare state park of 2011 in four sectors, whose decree makes the remaining APA land and a 100 m urban strip around it a temporary buffer for as long as it lacks a management plan. Press reports place Praia Brava, Praia do Forno and Olho de Boi inside it.

The city layer

The master plan names six areas of environmental interest: Ponta da Lagoinha with Ponta do Criminoso, Boca da Barra with Ponta da Ferradurinha, Canto with Tartaruga, Arpoador da Rasa and Praia Gorda, the Tucuns dunes and Lagoa de Geribá. Article 83 lists 15 planned municipal parks. Article 49 names places for preemption, a city first claim when a lot sells, around Lagoa do Canto, the Usina lagoons and Lagoa da Ferradura, among others, but leaves the procedure and exact areas to a specific municipal law. A November 2026 search of the council's law database found none on that subject, so ask the planning office and a lawyer whether the right is in force for your lot. New layers keep arriving: a municipal protected area at Lagoa da Ferradura in May 2026, and in 2021 an APA and a park at Tucuns.

Lots that should not exist

In April 2026 the city said a task force was going into APA Águas de Tucuns after a court decision, because buildings had resumed there on undersized lots after earlier fines and demolitions. It warned that buyers of irregular lots can lose the property. It has also demolished two builds on public areas in Loteamento Bosque de Búzios, stopped one on a filled-in lagoon in Baía Formosa and ordered occupants off a water path in Rasa. In 2023 land at José Gonçalves was still awaiting a state survey before registered titles could issue. See the title check guide and the guide to possession rights before paying for anything without a clean registry record. Large holdings on the mainland may also raise the rural land limits for foreigners.

Water, sewage and the beach tests

Prolagos, part of the Aegea group, has held the water and sewage concession across five towns since a contract of 24 May 1998, regulated by the state agency AGENERSA. Its own 2025 report claims over 98% water coverage and over 90% sewage coverage across the whole area, serving 454,000 people in low season and more than 1.6 million in high season. It gives no figure by town, and says results are preliminary until the agency approves them. That swing is the problem to plan around.

The summer failure

The public defender's office reported residents going several days without water from the end of December 2025. Prolagos told the city that power dips hit a generator, traffic slowed repair crews and visitors pushed up demand. In a May 2026 report, the state court's 9th Public Law Chamber upheld an order that Prolagos must restore supply within 24 hours and deliver tanker water free, under a R$ 50,000 daily fine. The municipal consumer office, Procon, held claim sessions for water, and separately for Enel, the power company, after outages and voltage swings over New Year. Before you buy, ask neighbors how the last January went and check the size of the house's tank. The land-use law even provides a roof-level water tank of up to 5 m² in its height rules.

Sewage and drains

The town has been fitting a separate sewer network, and in September 2025 the city published a street map of it. Where the network passes, connecting is mandatory, with administrative and criminal penalties. Check your street, and check that the house is on it, since city hall says illegal links into storm drains remain a problem. A dry-weather system still picks up that flow from three pumping stations. An AGENERSA inspection in June 2025 found the Búzios plant running at about 120 l/s against a design of 310 to 360 l/s, with its primary settling tank idle because the incoming sewage was so dilute, and a reuse unit stopped. The agency issued nine orders, with no penalty set at that point.

What the sea tests show

INEA, the state environment agency, publishes bathing results by beach. In its table for January to June 2026, the point at Praia da Armação on the town-center waterfront was unfit in six of seven readings. A point at Praia Rasa near the kite area failed twice in seven. Ferradura passed all six readings shown, and Geribá, Manguinhos, Canto, Ossos, João Fernandes, Azeda, Tucuns, Brava, Forno and Tartaruga passed every one shown. INEA tells bathers to skip the first hours after rain and keep clear of storm-drain outlets. On the mainland edge the Rio Una has carried dark water to the coast and toward the Mangue de Pedras after heavy rain in 2013, 2022 and February and March 2026, and the mayor said in April 2026 that the city still has to identify which homes there lack septic tanks.

Floods, swells and fire

City hall is direct about the cause. In October 2026 it said Búzios sits near sea level with many lagoons, so it is hard to drain big storms, and that for years residents lost furniture and appliances when water came indoors. During the rain of 26 February 2026 it named Rasa, Manguinhos, Centro and Geribá as the worst hit, and blamed trash and debris in the drains. In January 2024 a night of heavy rain brought a task force and donation points at social centers in Cem Braças, José Gonçalves and Rasa.

Rasa and the drains

Rasa recurs. In April 2023 the city told occupants to leave a public site where water runs, asking residents to respect the passage to prevent future flooding. In January 2026 it closed Estrada Álvaro Elídio Gonçalves near the Quilombo da Rasa for storm-drain work. Water from Cem Braças flows to a pump house at Manguinhos, which got a new pump by October 2026. The city said then that drainage work was finished at Cem Braças, Baía Formosa, Porto da Barra and Manguinhos, with more under way at the Ferradura entrance, at Loteamento Águas Claras in São José and on Rua dos Gravatás. These works may help, but they have not yet been through a full summer. In February 2026 a broken drain made part of the avenue sink at Manguinhos, and in March a sewer fault did the same at the Pórtico.

Visit after a storm, not only in sunshine. Ask for the street's history at the Defesa Civil, the civil protection office, on (22) 2350-6008, look for tide marks and raised thresholds, and use the guide to official risk maps. The city's law also requires an environmental study for subdivisions on marsh systems, which tells you where the ground was once wet.

The sea

Swell is the seafront risk. Before dawn on 24 August 2025 storm waves hit nine houses at Praia do Canto, eight with partial collapse from erosion and one from a slide, and the city closed the access points until engineers had assessed them. It said owners might be told to clear debris and rebuild their walls, and any work at the sand line has to pass the shoreline rules above. Get a marine engineer's view on any house with walls on the sand.

Fire and slope

Dry months bring fire. On 20 August 2026 a fire burned native forest between Praia Brava and Praia do Forno and reached the trail to Olho de Boi, with arson among the theories and the national monitor Cemaden flagging high risk that week. A lot against the park's scrub needs a cleared strip and a second way out.

Crime in published numbers

ISP, the Rio state public security institute, publishes monthly counts by municipality. Búzios logged 15 intentional homicides in 2025, 13 in 2024, 10 in 2023 and 15 in 2022. On the 40,006 census residents, the 2025 figure works out to 37.5 per 100,000. That rate is unstable, since a handful of cases moves it a long way, and the denominator leaves out the crowds that come in summer. From January to September 2026 ISP counts 4. Counting police killings and other violent deaths, the wider measure was 17 in 2025.

ISP counts for the three neighboring municipalities, 2025

Búzios1537.537502
Cabo Frio6328.41922,340
Arraial do Cabo619.45324

Rates here are calculated on 2022 census residents. Property crime is the more likely encounter. Búzios recorded 502 thefts in 2025, down from 636 in 2024, and one home robbery in 2025 against three from January to September 2026. City hall reported cell phone thefts over the summer falling from 67 to 24, without stating the comparison period, and ISP data showing zero vehicle, street, bus and shop robberies at Carnival 2026.

ISP does not publish these figures by neighborhood in this file, so no street-level claim is offered. Residents and merchants in Centro told the mayor in May 2024 they were unhappy on safety after a street redesign, and he promised a meeting with the 25th Military Police Battalion and the 127th Police Precinct. Before buying, ask the neighbors, look at lighting and walls on the street after dark, and ask the group's manager about incidents in its minutes.

Hospitals, schools, shops and the Argentines

The public hospital is Hospital Municipal Dr. Rodolpho Perissé, on Avenida 12 de Novembro in São José. It handles urgent and emergency cases, and a 2022 city report described an intensive care unit under renovation and an enlarged surgical center. In May 2026 the city said a new imaging center there would offer MRI and CT scans, ultrasound and other tests, so residents would not have to travel, with a polyclinic to follow. Private care mostly means going to Cabo Frio. Unimed Cabo Frio covers Búzios, and Hospital Santa Izabel, on Rua Barão do Rio Branco in that city, appears in its January 2025 guide. Plan prices are discussed in our monthly budget for the town.

Schools are small and local. Instituto Santa Rosa on Rua Leila in Manguinhos runs from preschool through high school, and a directory showed a full middle-school price of R$ 1,204.58. Directories name a few other private schools in Geribá and Centro, but none of them appears as bilingual or international, so families who need that should plan for tutoring, online study or a move to Rio.

For shopping, Manguinhos is the practical center: supermarkets include Princesa and Rede Economia, both on the main avenue, and Porto da Barra holds about 15 bars and restaurants. In high season the same avenue is what you must drive to reach them.

The Argentines

Argentine presence is the town's oldest outside link. A Correio da Manhã column in January 2024 put more than 6,000 Argentines living in the Região dos Lagos, some working in pousadas and shops, some staying on from a holiday. That figure is a columnist's estimate for the whole region, and no census count for Búzios could be found. City hall courts Argentine visitors directly: its tourism secretary held talks in Argentina in 2025 with airlines and tour operators. As a general observation, Spanish goes further here than in most Brazilian towns, though paperwork stays in Portuguese. Buyers from Buenos Aires also compare Jurerê Internacional in Florianópolis, since Florianópolis ranked first in the same Booking search list.

No one has published how far Argentina's economic swings move house prices here. If you are counting on Argentine guests for income, test your numbers on a bad year.

Climate and when to inspect

This is a dry coast by Brazilian standards. INMET's nearest full normals are from Iguaba Grande, on the Araruama lagoon, and show 893 mm of yearly rain against 1,833 mm at Salvador's station. Búzios is on the open coast, so treat these as a neighbor's figures. Average highs go from 26 °C in July up to 32 °C in February, with lows between about 18 °C and 24 °C. The wettest months are November, December, January and March, each above 100 mm, and August is the driest at 36 mm.

Low rainfall does not mean low flood risk. The trouble here comes from intense storms on low ground with blocked drains, and February 2026 showed that in a month with a normal of only 61 mm.

What each trip will and will not show you
WhenYou will seeYou will miss
December to FebruaryTraffic, water pressure, power, noise, what a house rents forAgents with time; quiet viewings
March to MayLate storms and how a street drains; calmer negotiationThe January crowd
June to AugustDry-season fire risk, winter swell, who lives there all yearAlmost all flood evidence and most short-let activity
September to NovemberVegetation on a lot, spring wind, a first test of drains in NovemberPeak-season services under strain

With time for one trip, come in the last week of January or just after Carnival, when the systems have been tested and owners know how the season went. If you are serious about a house, return in a storm. An inspection in July will flatter it.

The road from Rio and Cabo Frio's flights

The drive from Rio is about 170 to 180 km and takes about three hours on an ordinary day, across the Ponte Rio-Niterói and the 56 km RJ-124 Via Lagos toll road, with the last stretch on RJ-102, the road the APA plan calls Cabo Frio/Búzios. One travel writer records seven hours during Carnival. ViaLagos expected 167,508 vehicles over the five days around the 2 November 2026 holiday, and its toll table from August 2025 charges R$ 18.40 per axle midweek, rising to R$ 30.60 from noon Friday to noon Monday and around national holidays. Check the current table before relying on it. Anyone at the wheel on papers from abroad should see the rules for foreign drivers.

Buses from Rodoviária Novo Rio take about three hours, at R$ 81 to R$ 186 depending on the hour, and a direct bus from Galeão airport ran three times a day. A shared transfer from Galeão was quoted at R$ 125 a person in February 2025. Those fares come from one travel site updated in October 2025, so confirm them when booking.

Cabo Frio airport

Aeroporto Internacional de Cabo Frio is about 36 km from Búzios, according to a 2025 press report. Its schedule keeps changing, so confirm any route directly with the carrier. Azul stopped flying there in March 2025. Aerolíneas Argentinas then scheduled Buenos Aires and Rosário from 3 January to 5 April 2026, and the first flight landed on 3 January. City hall counted 56 flights planned for that season.

For the coming summer, press reports describe LATAM to São Paulo Guarulhos four times a week from December 2026, a domestic route. They also describe Azul from Belo Horizonte Confins, 78 flights from 12 December 2026 to 13 February 2027, and Aerolíneas from Córdoba from 26 December with more from Buenos Aires and Rosário. One Argentine trade blog describes the Córdoba service differently, as 24 charters by Andes Líneas Aéreas on Sundays from 3 January. No airline or airport page confirming an international route could be opened as of 3 November 2026, so none is listed in the facts box. All of it is seasonal or new. Outside summer, assume Galeão in Rio, about three hours away, is your international gateway.

The town also has its own small airfield, Aeroporto Umberto Modiano, where fire and rescue teams held a drill in October 2023. No scheduled service there was found.

Getting around

Plan on a car unless you live and work in one neighborhood, and plan on not using it at midday in January. The water taxis noted earlier help between the bays. A Salineira bus line links Cabo Frio and Búzios in about 40 minutes for about R$ 6, on that same site's figures. A candidate for governor promised more regular flights to Cabo Frio in August 2026, which is a campaign statement and no reason to buy.

Oil money and what is changing

A buyer should know how the town pays its bills. The 2026-2029 multi-year plan the mayor sent the council in August 2025 projects R$ 715 million of revenue for 2026. Four oil-compensation lines add up to about R$ 220 million of that, some 31%: R$ 113 million in royalties under Law 7.990, R$ 102.6 million under Law 9.478, R$ 3.1 million in special participations and R$ 0.9 million from the special oil fund. Its own taxes, fees and betterment levies together come to R$ 166.8 million. The royalty lines rest on oil prices, output and national rules that the city does not control, so hospital and drainage promises depend partly on them. The same plan shows only R$ 7.3 million from the landing fee, the tarifa de desembarque, and R$ 850,000 from tour-vehicle access.

Master plan overdue

The plan in force dates from 2006, and its own Article 121 called for revision within 10 years. In July 2021 state prosecutors recommended that the mayor withdraw urban bills from the council until the plan was revised, counting at least three, and warned that failure to revise can be treated as misconduct. The council's database still shows a 2021 bill to change the plan as open and records a January 2025 request to the mayor for a review commission, while the one recent amendment found, Complementary Law 68 of October 2024, only redrew a public-use area. No revised plan had passed by 3 November 2026. Any buyer counting on looser or tighter rules should treat that as open.

Other moves to watch

  • Beachfront vending: two complementary laws of May 2026 rewrote the rules for beach and seafront trade, after years of court orders on kiosks.
  • Lagoa de Geribá: a municipal park with trails, a walkway and water treatment began in 2024, and a state program added drainage and dredging plans in 2025.
  • Sewer network: second-phase work in Cem Braças and a new look at Rua Turíbio in Centro, where tree roots block pipes.
  • Water and power: a court order now stands over summer tanker supply, and the tourism council expects Prolagos and Defesa Civil to present summer plans in late November 2026.
  • Tax reform: landlords should follow the 2027 changes as they firm up.

Selling later

Time-to-sell figures do not exist for this market. A seller competes with 3,187 listings in a town of 40,006, so a house needs a reason to be chosen, and clean paperwork is the easiest reason to offer. Every problem named in this guide, from a stair on the sand to a pousada room with no separate record, becomes the next buyer's question. Fix or document it while you own the house.

A general observation on who buys: the stock suits people from elsewhere who want a second home, plus operators of small lodging. That makes demand depend on how the Rio, São Paulo and Argentine economies feel in a given year and on how the last summer went. It also means your best selling window is likely the high season, when buyers are in town, even though that is when the road and water are at their worst.

Two-floor limits protect what is around you, and they also cap what the next buyer can add. If a future owner cannot extend, a house's value rests on what is already approved, so keep the approved plans and occupancy certificate with the deed. Owners can advertise a house at no charge on this site, and the agents directory shows brokers who work the market. When you sell, our page on selling as a foreigner deals with the tax on your gain and getting the proceeds out, where the IOF point above remains unsettled. If you may hold through your lifetime, read the inheritance guide as well.

If this market looks too thin for you, Ponta Negra in Natal is a beach neighborhood with a FipeZAP city reading to measure against, and the compare tool sets the markets side by side. Before buying as a foreigner, line up your CPF and the money transfer paperwork, since both take time.

What goes wrong in Búzios

Buying a room inside a pousada

The land-use law binds lodging buildings to that use and bars buildings with six or more rooms from splitting their single registry record. A suite sold as a unit may be a contract and nothing more. Before any deposit, pay a lawyer to read the registry record and the permit.

Ignoring the city's first right to buy

The master plan's preemption clause names lots around Lagoa do Canto, the Usina lagoons and Lagoa da Ferradura, near the Tucuns dune, between Praia de João Fernandinho and Ponta do Criminoso, and in planned park areas, though it leaves the procedure to a specific municipal law we could not find. Get the urban planning office's written answer for your lot, and allow for the time this adds to closing.

Paying extra for private steps to the sand

The stairs, ramps and walls in a listing photo are what the 2021 federal-driven notices went after, with penalties as high as R$ 80,000 plus removal. Check any structure below the lot line against an SPU record and a surveyor's plot.

Cheap lots at Tucuns, Bosque de Búzios or a lagoon edge

The city has warned in writing that buyers of irregular lots at APA Águas de Tucuns can lose the property, and it has demolished builds on squares and filled-in lagoons elsewhere. A low price with possession papers and no registered lot is the warning sign. Pull the registry record and the subdivision approval, and ask the city if the block is on its enforcement list.

Budgeting ITBI at someone else's rate

Calculator sites and agents quote 2%, but the law on file says 2.5% for ordinary transfers. The 1% line for SFH and SFI loans does not say how it applies to a part-financed price. Get the city's estimate on your own property before you agree on a final budget.

Judging a house in a dry July

June to August is the driest stretch, and Rasa, Manguinhos, Centro and Geribá flood in storms the same year. Go back after heavy rain and call the Defesa Civil. Ask for the street's record, then ask the neighbors about the last time water came in.

Assuming January income is the whole story

Airbtics' median occupancy is 47%, with June weakest, and a water or power failure can hit in the very week you earn the most. Run the numbers by month and allow for refunds in a bad week. A generator and a good tank are part of the budget.

Trusting an approved-looking extra floor

A third level, a closed roof terrace or a converted basement can break the 7.80 m and two-floor rules. Compare the plans, the occupancy certificate and the IPTU record against what you see, since an owner of a non-compliant building inherits the fight.

Questions about buying in Búzios

How much does a house in Búzios cost?

November 2026 asks start below R$ 400,000 for a small Rasa house and pass R$ 10 million on the best sand. FipeZAP has no reading, and our index's R$ 18,571/m² median comes from only 9 listings at R$ 5 million and up.

Can I build a three-story house in Búzios?

No. The land-use law caps every zone at two floors, 7.80 m with a ceramic roof, and the city has stopped and moved to demolish taller buildings. Second-floor area is limited too, to 30% or 50% of the ground floor depending on zone.

What is the ITBI rate in Búzios?

2.5% on ordinary transfers and 1% listed for SFH and SFI financed property, under the 2022 amendment to the municipal tax code. The law does not spell out how the 1% works on a part-financed price, so ask the finance office.

Is land in Búzios federal terreno de marinha?

Some is. A federal court treated the Praia da Tartaruga waterfront as terreno de marinha in 2026, and prosecutors describe Praia Brava the same way. No public list clears a given lot, so check with the SPU, using our explainer on federal coastal land.

Is there a short-term rental law in Búzios?

None was found in the city council's database as of November 2026. A tourism fee bill and a platform tax-withholding bill, both from 2025, were archived without becoming law. Gated groups can still set limits, so read the convention.

How much can a Búzios Airbnb earn?

Airbtics reports R$ 608 a night, 47% of nights filled and some R$ 107,000 a year in its latest twelve months, across 4,799 listings. That is before costs and tax, and no source gives a yield, so build your own by month.

Does Búzios flood?

Yes, in intense storms. The city named Rasa, Manguinhos, Centro and Geribá in February 2026 and says low ground and lagoons make drainage hard. Call the Defesa Civil, and visit after rain.

Is the water supply reliable?

Not at peak. Residents lost water for days from late December 2025, and a state court ordered Prolagos to deliver free tanker water and restore supply within 24 hours. Ask neighbors about January and check the tank.

Can I swim at the town beaches?

Most points passed in INEA's 2026 table to June, including Ferradura and Geribá. Praia da Armação, on the town-center waterfront, failed six of seven readings. Swimmers should wait some hours after a downpour.

How far is Búzios from Rio, and is there an airport?

About 170 to 180 km, or three hours by road on an ordinary day. Cabo Frio airport is about 36 km away with mostly seasonal flights, and Galeão in Rio is about three hours off.

What is the investor visa threshold here?

R$ 1,000,000 in the Southeast, which covers Búzios. Paperwork is covered in our investor visa page.

Is the crime rate high in Búzios?

ISP counted 15 intentional homicides in 2025, or 37.5 per 100,000 on census population, and 4 from January to September 2026. A few cases move that rate a lot, and thefts, 502 in 2025, are the more likely problem.
