How Foreigners Get a CPF in Brazil (Without Leaving Home)

You can apply for a CPF online from a Brazilian consulate. Here's how — and what to do if it gets rejected.

You can get a Brazilian CPF without leaving your country

The CPF (Cadastro de Pessoas Físicas) is Brazil's tax ID number, and it's the master key for everything financial in the country. You need one to buy property, open a bank account, sign a lease, register a SIM card, even pay a hospital bill above a trivial amount. The good news: it's free to obtain (a small consular fee may apply), takes about 30 minutes to apply for, and you can do it from any Brazilian consulate website without ever setting foot in Brazil.

The three CPF application routes

Route 1 — Online via Brazilian consulate (recommended for most foreigners)

This is the path 90% of foreign buyers should take. Brazilian consulates in the US, EU, UK, Canada, Australia, and Latin America all accept online CPF applications. The flow is identical:

  1. Go to the consulate website that serves your jurisdiction (e.g., consbrasil.org for Washington DC, cgnova-york.itamaraty.gov.br for NYC).
  2. Find the "CPF for foreigners" link, which routes to a Receita Federal web form.
  3. Fill out: full legal name, mother's full maiden name, date of birth, country of birth, passport number, current address, email.
  4. Pay the consular fee (typically $8–$15 USD; some consulates waive it).
  5. Receive the CPF number by email — typically 3–10 business days, occasionally same-day.

Route 2 — In-person in Brazil (only if you're already there)

Any branch of Banco do Brasil, Caixa Econômica Federal, or the Correios (Brazilian post office) can process a CPF application on the spot. Bring your passport, fill out the paper form, pay R$ 7 (~$1.50), and you'll typically get your number within an hour at the Receita Federal counter.

Route 3 — Through your attorney (when you can't be bothered)

Your Brazilian real estate attorney can apply on your behalf with a power of attorney (procuração) and notarized copy of your passport. Cost: usually $50–$100 added to your retainer. Worth it if you're juggling multiple applications (yours, your spouse's, your kids') and don't want to manage the consulate logistics yourself.

Documents you need

  • Passport — current and valid. Some consulates also accept national ID (DNI, Carta d'Identità) for EU citizens.
  • Proof of address — utility bill, bank statement, or driver's license from the last 90 days, in your name.
  • Valid email — your CPF number is delivered here.
  • Credit card — to pay the consular fee online.

The CPF for your spouse, kids, and entities

Spouse

If you and a spouse are buying jointly, both of you need individual CPFs. Apply for them at the same time using the same consular login — it cuts the paperwork in half.

Minor children

Minors can hold CPFs too (it's how Brazilians put property in their kids' names for inheritance planning). The application is the same; you sign as the parent/guardian. Useful if you're buying through a family LLC or trust that includes children as beneficial owners.

Foreign companies / LLCs

Brazilian property can be held by a foreign company, but the company needs a CNPJ (the corporate equivalent of CPF), not a CPF. The CNPJ application is significantly more involved than the CPF — it requires translated corporate documents, a Brazilian fiscal representative, and Banco Central registration. We rarely recommend this structure for buyers under $5M; the friction outweighs the tax/asset-protection benefit. Talk to your attorney first.

What to do if your CPF application gets rejected

The three most common rejection reasons:

1. Mother's name mismatch

Brazilian records track mother's maiden name. If your passport or birth certificate shows your mother's married name, the system may flag a mismatch. Fix: write the full maiden name exactly as it appears on her birth certificate, with all middle names.

2. Address verification fail

Some consulates verify your address against the document you provided. A PO box, mail-forwarding service, or hotel address will get rejected. Use a residential address with a utility bill that matches.

3. Duplicate name flag

If a Brazilian citizen has the exact same first/last name and birthdate as you, the system can flag your application for manual review. This adds 2–3 weeks. Patience required.

Save your comprovante.

The Receita Federal email includes a downloadable PDF (comprovante de inscrição) with your CPF number. Save it to your password manager. You'll need to provide it dozens of times.

After you have your CPF — what to do next

  1. Open a Brazilian bank account. Banco do Brasil and Itaú both have foreign-resident account programs. Bring your CPF, passport, and proof of address. Account opening typically takes 7–14 days for non-residents.
  2. Register for e-CPF / Gov.br. The Brazilian government's digital identity portal lets you sign documents electronically and check tax records. Free.
  3. Connect with your attorney. They'll register your CPF with the cartório system once you have a property under contract.

Does a CPF expire?

No. Once issued, a CPF is yours for life. It can be suspended if you fail to file required Brazilian tax returns (for residents) but is otherwise permanent.

Does having a CPF make me a Brazilian tax resident?

No. CPF and tax residency are separate. You become a Brazilian tax resident only by spending 183+ days in Brazil within a 12-month period, or by formal residency declaration. Holding a CPF as a non-resident is identical to holding an ITIN as a non-resident US person.

How long does the online CPF application actually take?

Most consulates issue the CPF within 3–10 business days. The US consulate in Washington has historically been the fastest (often same-day). Manual-review cases can take 3–4 weeks.

I lost my CPF number. How do I look it up?

Use the Receita Federal lookup tool (cpf.receita.fazenda.gov.br). Enter your name, mother's maiden name, date of birth — it returns your number instantly. Your CPF is also printed on every Brazilian document you've signed.

Can I apply for a CPF for someone else?

Yes, with a notarized power of attorney. Most consulates accept POAs notarized in the applicant's home country and authenticated by the consulate (or apostilled, for Hague-convention countries). This is the standard route for real estate attorneys processing CPFs for foreign-buyer clients.
