Buying property in Cabo Frio

The region's real city of 222,161 people, with apartment buildings, lower asks than Búzios, the airport, and a longer year than a resort has.

A city, not a resort

Cabo Frio is the place Búzios people drive to when they need a bank, a specialist or the airport. The 2022 census counted 222,161 residents against 40,006 in Búzios. Travel writers put it about 24 or 25 km away, about 45 minutes by car, and a Salineira bus does it in about 40. From Rio it is closer than Búzios, at about 156 km, 2.5 hours by car. The airport is on this side, and Hospital Santa Izabel in Passagem is on the Unimed guide for members from both towns.

The housing is unlike what you find on the peninsula. Búzios caps every building at two floors, while the photos of the Canal do Itajuru and the Praia do Forte seafront here show rows of mid-rise apartment buildings. A buyer who wants an elevator, a doorman and a sea view from a high floor will not find that in Búzios. The master plan was rewritten recently: Complementary Law 52, sanctioned on 1 June 2023 after a revision that began in 2019, replaced the 2006 plan. Press coverage does not set out its zones or heights, so get the text and annexes from the city before relying on any agent's account of what can go up next door.

One travel writer who compares the two calls Cabo Frio generally cheaper and less fashionable, a mid-sized city with longer beaches and wide sand, where you will likely need a car or ride-hailing app. That fits what the asks below show.

What it costs to buy or rent

Chaves na Mão showed 9,039 properties for sale here on 3 November 2026, nearly three times the Búzios count. The first page shows how wide the city is. A 55 m² two-bedroom on Rua da Luz in Braga asked R$ 370,000 with a R$ 563 fee. A 30 m² one-bedroom in Centro asked R$ 320,000. A three-bedroom of 151 m² on Rua Saturno in Vila Nova asked R$ 1.3 million with a R$ 1,425 fee. In Peró, a 65 m² house asked R$ 350,000 and a 157 m² house on Estrada Deodoro de Azevedo R$ 890,000. Ogiva houses on the same road asked R$ 1.1 million to R$ 1.2 million. At the top, a 274 m² gated house in Portinho asked R$ 5.3 million. Out in the Tamoios district, a 90 m² house at Samburá asked R$ 280,000 and a 176 m² house at Unamar R$ 595,000.

Those are asks, the area on a card may not be the built area, and FipeZAP does not cover the city, so use them only for relative position. Even so, a family apartment here costs a fraction of a house at Geribá.

Renting is easier than in Búzios. The same portal showed 604 rentals, including a 125 m² two-bedroom in Braga at R$ 3,500 plus R$ 834, a 159 m² three-bedroom at Praia do Forte at R$ 5,000 plus R$ 1,260, a three-bedroom penthouse in Vila Nova at R$ 3,600 plus R$ 810, and a 59 m² gated house in Peró at R$ 1,600 plus R$ 500. A larger city of year-round workers should mean steadier tenants, as a general observation, though no one publishes vacancy. Short lets are also plentiful. Airbtics' 12 months to August 2026 show 6,651 active Airbnb listings, 43% median occupancy, R$ 393 a night and about R$ 64,000 a year per typical listing, with January strongest and June weakest. Compare that with R$ 608 and R$ 107,000 in Búzios before deciding the higher price there is too much.

Land, dunes and the federal sand

Do not assume a city means simpler title. The APA do Pau Brasil management plan covers much of the eastern side. It draws zones over the Dunas do Peró, Caravelas do Peró, Morro da Guia, Praia das Conchas, Boca da Barra, Salinas Peroanas and Recreio de Cabo Frio at Ogiva, each with its own limits, and some ban building outright. Old salt pans such as Salinas Santos Dumont have their own controlled-occupation zone. Those cheap Peró listings deserve a plot on the state's coordinates before an offer. The state park's Pau-Brasil group also has areas in Cabo Frio, and the new master plan of 2023 sits on top.

Federal land is a live question on the shore. As far back as 2013 a federal appeals judge upheld an order letting the Union take possession of a strip of sand at Praia das Conchas occupied by a kiosk, in a case from the São Pedro da Aldeia federal court. That is the same court that handles Búzios's shoreline fights. Ask the SPU, which runs federal land, about any seafront or canal-side unit, and read up on federal coastal land. For certificates, use the title checklist.

Tax rates need checking too. A calculator site quotes ITBI, the transfer tax, at 2%, the same figure it shows for Búzios, where the law on file says 2.5%. So take the rate from the municipal treasury before budgeting. The rest of the bill is in our closing cost breakdown.

Swell, crime figures and the season

Praia do Forte's front has a record of swell damage. A storm on 20 July 2019 swept the sand, eroded the beach and cost vendors their work for a time, and the Defesa Civil closed the Canto do Forte. Ask about seafront repairs in any building's minutes, and for inland streets use the official map checks.

ISP, the state security institute, counted 63 intentional homicides in 2025, a rate near 28.4 on the census count, against 97 in 2024. Its count for January to September 2026 is 39, with 13 police killings on top, in the wider measure of 53. Thefts ran to 2,340 in 2025. This is one city figure for a large area that runs from Centro to Tamoios, and ISP's municipal file does not split it, so ask about the block you are considering.

Water comes from the same Prolagos system as Búzios, with the largest treatment volume in the concession, and the same summer swing in demand. Climate is much the same: Iguaba Grande, the closest station with full normals, gets under 900 mm in a year, driest from June to August. The airport's summer flights to São Paulo and Belo Horizonte, and seasonal services reported from Argentina, make it more useful in January than in July. Arraial do Cabo is the other neighbor worth a look, and Rio remains the international gateway for most of the year.

Questions about Cabo Frio

Is Cabo Frio cheaper than Búzios?

On asking prices, generally yes. Two-bedroom apartments in Braga asked about R$ 370,000 in November 2026, and travel writers call the city cheaper overall. No index covers either town, so compare specific homes.

Can I buy an apartment with a sea view in Cabo Frio?

Yes. Mid-rise buildings line parts of the Praia do Forte front and the canal, which Búzios's two-floor rule does not allow. Ask for swell repair history in the building's minutes and check federal land status.

Is there an international airport?

Aeroporto Internacional de Cabo Frio exists, but its service is seasonal and changes. Press reports describe LATAM and Azul domestic routes from December 2026 and summer flights from Argentina, so confirm with the airline.

Is Peró land safe to buy?

Check before you pay. State APA rules draw zones over the Peró dunes and Caravelas, some of which allow no building. Have a surveyor plot the lot against the management plan's coordinates.
