A town defined by its marine reserve
Arraial do Cabo sits at the end of the cape, about 40 km and an hour by car from Búzios, and 165 km or so from Rio, some 2.5 hours along the Via Lagos. The 2022 census counted 30,986 residents. Its clear water comes from upwelling, as northeast winds push the surface offshore and cold, nutrient-rich water rises. That is why people come, and it is also why water temperature here can disappoint a buyer who has only seen the photographs. The beaches at Pontal do Atalaia ranked 20th in the 2025 World's 50 Best Beaches list, according to a 2026 press report.
The big fact for an owner is offshore. The Reserva Extrativista Marinha do Arraial do Cabo, a federal reserve of 51,852.84 hectares created on 3 January 1997 and run by ICMBio, exists to secure small-scale traditional fishing for the local population. Anyone planning a tourism boat business should read it first. Federal prosecutors announced in January 2026 that an appeals court had annulled a court authorization for nautical tourism held by a municipal official, whose vessel was rated for 36 to 80 passengers, and noted that a 2024 resolution of the reserve's council limits boat sizes. In August 2026 a court ordered the city to halt any works lacking an Ibama license at the Marina dos Pescadores complex, with a fine of R$ 50,000 per breach. Rules on the water here are not a formality.
On land, the Costa do Sol state park has a large presence. Decree 42.929 gives its Atalaia and Dama Branca group two main areas of 781.91 and 798.03 hectares, the first starting on the Arraial do Cabo shoreline. Lots beside it fall into the park's provisional buffer until its management plan is approved.
A 2023 zoning law with sharp edges
Unlike Búzios, the town has a fresh land-use law. Law 2.483 of 16 May 2023 divides the municipality into four districts: Centro, Monte Alto, Figueira and Pernambuca. It is worth reading zone by zone, since it maps fishing, housing and preservation street by street.
Several points stand out for a buyer. Pontal do Atalaia is a special sustainable-development zone with a maximum occupation of 30%, split into three parts by which way the lot faces. New lodging there must give one parking space per room. Fishing zones protect working shore at Praia Grande, Praia dos Anjos, Prainha, Praia do Pontal and Monte Alto, so the boats on the sand are a land use with legal standing. Morro do Vigia, from Ponta da Cabeça down the old Álcalis chute to Praia Grande, is a wildlife conservation zone, as is Morro do Miranda.
Lodging rules also bite. Where the law allows lodging projects under a master-plan article, they must stay pousadas or small and medium hotels, with no conversion or sale as multifamily units. Small hotel means up to 12 units per lot. As in Búzios, buying a unit in a guesthouse is therefore a question for a lawyer. The law also mentions lots of at least 250 m² in new subdivisions, with two floors plus a roof level where the zone allows it, and some zones allow more height than that.
Social interest zones cover Morro da Cabocla, Morro da Boa Vista, Sítio Santa Clara, the dense part of Monte Alto between the lagoon and the ocean, Figueira and Recanto do Sabiá, so title in those areas may rest on possession. See how possession differs from a deed and pull the registry record. This law says nothing about federal land, so shoreline lots need a separate look at the terreno de marinha rules.
A small market with low asks
Chaves na Mão showed 308 properties for sale on 3 November 2026, about a tenth of the Búzios count. In Monte Alto, a 60 m² gated house asked R$ 355,000 with a R$ 270 fee, and a five-bedroom on Avenida Pedro Francisco Sanches asked R$ 850,000. A 160 m² house at Caiçara asked R$ 190,000 and houses in Figueira about R$ 370,000 to R$ 850,000. In Centro, an 80 m² apartment on Rua Gediel Gonçalves Marinho asked R$ 335,000. A house at Praia Grande asked R$ 780,000. At Prainha, a 92 m² apartment asked R$ 650,000 and a 47 m² unit R$ 600,000 with a fee of R$ 1,065. Near the top, Pontal do Atalaia houses asked about R$ 4 million. Those low figures in Figueira and Caiçara may reflect title or location, so check why before you celebrate.
Year-round rentals are scarce: the same portal showed only four, from R$ 1,800 for a two-bedroom in Monte Alto to about R$ 3,600 for a three-bedroom gated house near Praia Grande. Most letting here is short. Airbtics found 3,698 active Airbnb listings over its latest 12 months, in a town of about 31,000, with 46% median occupancy, down 4.2%, R$ 373 a night, up 23.7%, and R$ 65,000 of typical yearly revenue, up 19.6%. Like Cabo Frio and Búzios it runs strongest in January and slackest in June. FipeZAP gives no reading, and no one publishes a yield, so test each house by month. Condominium limits are explained in our short-let overview.
Living here and what to check
ISP counted 6 intentional homicides in 2025, about 19.4 per 100,000 people on the census count, with 324 thefts. For January to September 2026 it shows 4 homicides and 9 in the wider violent-death measure, which includes 5 police killings. The numbers are small, so a single year says little. Private health care and most large shopping mean going to Cabo Frio, and Unimed Cabo Frio's area includes this town. Prolagos supplies water and treats sewage at plants in Centro and Monte Alto, under the same summer strain as its neighbors, so ask about the last January before buying.
Dry weather defines the place. Rainfall at the closest INMET station with full normals, on the lagoon at Iguaba Grande, is just under 900 mm, and the hillsides above the harbor look it, with cactus on the slopes. As a general observation, wind and salt are constant concerns for a house, so budget for frames, metalwork and air conditioners. Compare this with Búzios's green hills and you see the difference on your first visit.
Who should look here? Buyers who want the water and the diving, and a cheaper house than Ossos or João Fernandes can offer, and who do not need Búzios's restaurants. Sellers should note that this is a thin market. Check title first, using our records checklist, then the zone, then the shore.
Questions about Arraial do Cabo
Can I run boat tours if I buy in Arraial do Cabo?
Only under the federal reserve's rules. A court annulled one official's authorization in 2026, ICMBio has cancelled tourism permits, and the reserve's council limits vessel size. Talk to ICMBio before you budget on it.
How much do houses cost in Arraial do Cabo?
Current cards go from about R$ 190,000 at Caiçara to R$ 850,000 in Monte Alto, with Pontal do Atalaia near R$ 4 million. Very low asks may reflect title, so check the registry record.
Is the sea warm in Arraial do Cabo?
It can be cold. Upwelling brings deep water to the surface, which is what keeps it clear. Go for a swim before committing to a house for its beach.
How far is Arraial do Cabo from Búzios?
About 40 km, around an hour by car on an ordinary day, by one guide's reckoning. In peak season allow much longer, since both ends share the same regional roads.
