Two roads in and a hill to walk
Local sources put Praia do Rosa about 80 km to 90 km south of Florianópolis, and one guide says the airport is about 1 hour 20 minutes away by the BR-101, with a toll. Leave the highway at exit 273 for Garopaba and Imbituba, and take the SC-434. One route turns off after about 500 m at a gas station onto the IMB-308, over the bridge at Lagoa de Ibiraquera. The longer route stays on the SC-434 and has more asphalt. Buses from the capital's station cost about R$ 35 with several connections; from the airport one operator quotes about R$ 120 by ride-hail and R$ 250 by transfer.
What matters once you arrive is the last kilometer. Melhores Destinos says most streets, except near the Centrinho, are dirt, with potholes and standing water after rain, narrow and with almost no sidewalks. On the north side, cars stay on the hill and the last stretch is on foot. That is part of the charm for a visitor. For an owner it means a moving truck, a builder and an ambulance use the same track. Walk the access to any lot after rain before offering anything.
The place itself is small. It is part of the municipality of Imbituba, a port town of 52,579 people in 2022, whose docks moved a record 8.3 million tonnes in 2024 and which is otherwise a very different place from this beach. A half-moon beach about 2 km long sits below green hills. The Centrinho, on the hilltop about 15 minutes' walk from the sand, has two main streets of restaurants and shops. One guide calls the Caminho do Rei the most upscale part of the area, and says the Centrinho holds most of the shops, supermarkets and inns. Lagoa do Meio is good for kayaking, and Lagoa de Ibiraquera and the Barra de Ibiraquera, known for windsurfing and kitesurfing, are next door.
Land by the hectare and a price the port town cannot match
FipeZAP does not cover Imbituba. A 2026 local article compared R$ 9,740/m² in Praia do Rosa, from active Loft listings across all property types, with R$ 5,038/m² in Imbituba's Centro on the Proprietário Direto index, so the beach asks almost double the town. It also quoted homes at Praia do Rosa from R$ 1.2 million to R$ 2.34 million, and apartments of 55 m² at Nova Brasília, a working neighborhood 19 km from the beach, from R$ 168,000. These are asking prices.
Land listings show the range better. A hillside plot of 12,800 m² about 1 km from the Centrinho was on offer at R$ 3 million in late 2026, about R$ 234/m², and described as suitable for a condominium of houses with an environmental feasibility study. Another listing showed 10,632 m² on the beach for R$ 9.9 million, about R$ 931/m². A sloping plot of about 3,419 m² with a lagoon view showed R$ 980,000 and R$ 1,100,000 on the same page. Buyers here are often after a lot or a small inn, in general, and the price per square meter means little until you know how much of the plot can legally be built on.
Usucapião, restinga and the Baleia Franca
The biggest risk is the paper. Of the three land listings opened for this page, one said it had a deed and two did not state a title at all. Ask to see it. If a seller mentions usucapião, a claim of title by long possession, still in progress, then registered ownership is not settled and you would be buying the claim. The guide to possession and title explains the difference, and a lawyer should look at the court case before any payment. A registered matrícula is the goal; if it does not exist yet, your contract should say what happens if it never does.
Then the environment. The land and sea here fall under the rules of the APA da Baleia Franca, whose management plan says most fines issued in nine years concerned irregular occupation, destruction of preservation areas or missing licenses. The same plan set a temporary zone, the Zona de Uso Divergente, for occupied areas whose legitimacy is under challenge in administrative or court cases. In Imbituba it names subdivisions at Itapirubá and Vila do Araçá, so ask whether a lot falls in it. A bill in Congress would drop the land portion, and ICL Notícias lists Imbituba among the municipalities where the plan's map shows disputed subdivisions, but ICMBio says that would not by itself regularize homes in preservation areas or alter lawsuits.
So your questions on any plot are these. Is it on a slope above the legal limit, on dunes or restinga, or within the buffer of a lagoon? Who issued the license for any access road? Is there a federal marine line of the kind the marine land guide describes? And, for anything large, is it urban or rural? A foreign buyer of a big lot needs to read the rural land guide too.
Sewage is limited. One local article cites 7.08% of sewage collected for the municipality, without a source date, so you should assume a septic system on any home here and ask how it was built. The state's December 2025 test had the beach's single point, at the south corner near the lifeguard post, as fit for bathing, along with Ibiraquera.
Inns, Carnival and a whale season
Short lets drive the business, and the numbers are thin. A local article quoted daily rates of R$ 167 to R$ 380 and five-day Carnival packages up to R$ 16,250 in premium homes, and said outright that there is no official annual yield. High season is summer, when parking runs out. Right whales come close to the coast between July and November, and the beach is known as a nursery, which brings a smaller winter trade that a buyer in the capital does not get. Inns also book out for corporate meetings outside summer, and the calendar includes a bike marathon in October and a blues festival.
An inn is a business with its own licensing and tax, unlike a home you let, and the rental rules guide marks the line. If you are thinking of a small pousada, price the staff, the winter and the septic system before the view. Compare the numbers with Garopaba, about 15 km north, which has a larger town and more year-round services, and with Trancoso in Bahia, another market of inns and dirt roads, in a warmer climate.
As a general observation, for living here year-round the nearest hospitals and big shops are in Imbituba or Garopaba, and serious care means the drive back to Florianópolis. The winter is cool and damp by Brazilian standards. Ask a neighbor what the road was like in the last wet spell.
Questions about Praia do Rosa
Where is Praia do Rosa?
In the municipality of Imbituba in Santa Catarina, about 80 km to 90 km south of Florianópolis and about 15 km from Garopaba.
Are there paved roads?
Near the Centrinho, yes; most other streets are dirt with potholes and standing water after rain, according to Melhores Destinos.
What is usucapião, and why does it matter here?
It is a claim of ownership through long possession. If a listing mentions one in progress, you may be buying something less than registered title, so a lawyer should review the case.
When can you see whales?
Southern right whales come close to shore between July and November, and local guides say they can be seen from the headlands.
