A kite beach in another municipality
Cumbuco lies about 30 km along the coast from Fortaleza, in the municipality of Caucaia. That single fact shapes every purchase: taxes, permits and the master plan all come from Caucaia's city hall, not from Fortaleza, and the rules you read about on the Fortaleza guide stop at the municipal line. A calculator site lists Caucaia's ITBI at 3%, although that is not the city's own law, so have a local notary confirm the rate and any reduction.
Wind is the business here. One Diário do Nordeste piece ranks it among the world's great wind playgrounds and the most visited beaches of the season. Caucaia's city hall officially opens the Temporada dos Ventos on 1 August, and August to October are when athletes and tourists from other states and abroad mostly arrive, with Funceme, the state weather agency, reporting gusts of 45 to 60 km/h. The state tourism office says kitesurfing brought about R$ 210 million to Ceará in 2025, and it names France, Germany, Argentina, Switzerland, Italy, Portugal, Spain, the Netherlands and the Nordic countries among its foreign markets. So the demand is real, but it is seasonal and concentrated in a sport.
A new tourist police battalion was installed in Cumbuco in September 2025, with about 25 officers at first, a joint effort of the city and the state. That is a sign both of the money at stake and of concerns about security.
A coast losing sand from the east
The main physical risk is the sea, and it has been working its way west along the Caucaia shore for decades. At Icaraí, between Fortaleza and Cumbuco, a UFC study cited by O Povo says the beach lost 109.7 meters of sand between 1984 and 2020. In April 2025 waves damaged parts of Avenida Litorânea, breaking sidewalks and pushing stones onto the road. In September 2024 waves destroyed part of a condominium wall, and the sea now comes within 2 meters of some buildings there. The project approved for 11 groynes from Tabuba to the start of Cumbuco, at about R$ 174 million, stopped at three. The city says money ran out, and the state's public works agency says no new agreement is in the pipeline.
A Uece professor told O Povo in 2020, when part of Tabuba had already retreated 80 to 90 meters, that erosion was going to reach Cumbuco with more intensity and that there were already strong signs of it. In July 2024 kite instructors and business owners complained that about 11 concrete rainwater outlets across the sand, installed around 15 years earlier, were worsening erosion and leaving litter, while a UFC oceanographer pointed to wind, waves and building close to the sea as drivers of sand movement. None of this settles how far a given lot is at risk. Ask a coastal engineer, look at old satellite images of the exact plot, and use the risk-map guide before you buy anything on the first rows.
Prices and who buys
No independent survey of Cumbuco prices was found. Sinduscon-CE's second-quarter 2026 figure for vertical housing in all of Caucaia was R$ 6,392 per square meter, and that includes the working suburbs. Off-plan sellers on Apto.vc showed Cumbuco at an average of R$ 8,854 per square meter, about 25% above its Caucaia average, on only two projects: 40 m² from R$ 387,400 and 48 m² from R$ 385,140. These are small resort-style units, and that is the product most buyers will see.
Who buys? As a general observation, the village draws kiters and others who want a short drive from an international airport, plus Fortaleza families with a weekend place. No published tally of foreign owners exists that could be found, and the often-repeated claim of a strong German second-home presence could not be sourced. For comparison, a kiter choosing a more remote base could look at Praia do Preá near Jericoacoara, about 290 km from the city, and a buyer who wants a city base with the same flights can stay in Mucuripe and drive out for the wind.
Rental income follows the wind. As a general observation, bookings run strong from August onward and drop in the rainy months, February to May. Read the building's rules on short stays, and find real calendars for comparable units for a whole year before believing a developer's figure. Airbnb data for Caucaia exists, but no published number for Cumbuco was confirmed here, so none is given.
Land and title checks
Three layers need checking. First, the beach strip. Terreno de marinha applies along the coast, and Caucaia's signage work on the sand itself needed federal authorization, the city told O Povo. Ask for the RIP number on any first-row plot, then consult the marine land guide. Second, dunes. Cumbuco's drainage works exist precisely because rain runs off the dunes. As a general observation, any plot on or near a dune needs an environmental opinion before you pay, and construction may be limited. Third, there is an open question about Indigenous land that reaches this beach by name. Brasil de Fato reported in December 2021 that the Anacé people's traditional area runs from the Serra da Japuara to Praia do Cumbuco along the Rio Cauípe, with 25 villages on the Funai registry and no demarcation. The state disputes parts of the claim, saying land it ceded for the Pecém hub had no record of Indigenous occupation. Ask Funai and a lawyer where your plot lies against that area, since rural-style plots near the Cauípe are the most exposed.
Caucaia says driving on the sand is banned, with the paved strip marking the limit, so a property pitched for its beach access by 4x4 is worth a second look. If you go ahead without an agent, use the direct-purchase guide and order the full registry record. The rainy season here is the same as the capital's, February to May, and it shows you the drainage issue clearly in the streets.
