Distance and how you get there
Praia da Pipa is a district of Tibau do Sul on the state's southern coast, about 84 km from Natal by Exame's count at the time of the 2020 cliff collapse. Most visitors drive or take a shared transfer, and a Natal travel guide recommends shared transfers from the airport for people heading straight there. Those coming from abroad usually land at the Natal airport, about 30 km from downtown and beyond the city, so add that time when you plan a closing trip.
Pipa is a small place. A 2018 report put it at about 5,000 people, a third of the municipality's 15,000. The same report said growth was spreading from the village center toward Sibaúma and nearby rural land, where several large projects had launched.
The title problem
This is what separates Pipa from anything inside Natal. In 2018 Agora RN reported that, with no official statistics, up to 80% of properties in the municipality were believed to have no public deed. It did not attribute the figure to anyone, and it quoted a lawyer with about 80% of her clients in Pipa on how the problem works. The number is old and rough, and a buyer should treat it as a warning. The federal Reurb land regularization law had by then unlocked title for more than 4,500 properties in the state, and Tibau do Sul was cited as an exception, and the lawyer said it had no municipal department dedicated to the work. Whether that has changed since was not confirmed.
The municipality issues possession certificates, and extraordinary usucapião (ownership by long possession) through notary offices has been used where there is no dispute, possession is proven and neighbors agree. The lawyer warned about one trap in particular: a land-occupation certificate may not show georeferenced dune areas, and it does not give a right to build. Much of the area lies in environmental protection zones with Atlantic Forest, dunes and cliffs, which need licensing from Idema, the state environmental agency. So a buyer may hold a paper that looks fine and find that nothing can be built on the land.
The possession guide and the title check guide set out the steps, and you should hire a lawyer who does not work for the seller. The ITIV in the municipality was reported at 3% in that 2018 report, so confirm the current rule with the municipal tax office. Lots near the sea can also raise federal questions, a matter for the marine land guide.
Cliffs, setbacks and prosecutors
On 17 November 2020 part of a cliff fell at the Baía dos Golfinhos and killed a couple and their baby. The city closed the site and shut seven businesses and a home on the cliff top. Federal prosecutors opened an inquiry and said they already had 18 civil inquiries and 12 lawsuits over irregular occupation of Pipa's protected areas. Reports at the time said the Forest Code treats a 100-meter strip from the edge of the plateau as a permanent preservation area, covering all of Pipa's cliffs. A report from the federal radio agency said several buildings there were operating illegally because of the required setback.
The falls continue. On 28 April 2026 a collapse hit three beach stalls, and on 23 June 2026 another followed heavy rain, with no one hurt in either. The city says it monitors the cliffs, especially in the rainy season, and tells residents to stay away from the slopes. For a buyer, a sea view from the cliff edge may stand on a preservation strip. Measure the distance from the edge to any building or lot, ask Idema and the city what permits exist, and search federal court records for the address. A house with a clean title can still lose its use if its site is closed.
Prices, guests and who buys
No index covers Pipa, and FipeZAP does not include Tibau do Sul. Apto showed one new project in late 2026, asking R$ 16,044/m², with units of 45 to 198 m² from about R$ 1.6 million. That is one launch and not a market average. Asking prices for older houses and pousadas vary widely, so get several and compare them with what has been registered.
AirROI has the best public rental data. For Tibau do Sul over the year through September 2026 it counted 1,597 active listings, averaging R$ 541 per night, occupied 36.4% of the time and grossing R$ 51,396 each, up 13.9%. January averaged about R$ 9,880 and May about R$ 4,160. High season runs from December to February plus July, with low season from April to June and from September to November. This is a seasonal market with many competitors, and those figures come before fees and costs.
The 2018 report said buyers tended to be well-off people coming to live there and not only for holidays. A 2025 paper by Vitor Volpi Cruz and Bárbara Oliveira describes large multipropriedade projects at Pipa and the tensions they raise with environmental law, planning and local communities. Foreign buyers can check the Natal cost of living page as a guide to what daily life costs, though prices in a tourist town can run higher. For other Northeast beach towns, see Morro de São Paulo and Jericoacoara.
Season and what to check
The nearest long-term climate record is the Natal station, which shows rain peaking from April to July, with 349 mm in June, and little from October to December. The cliff falls of 2026 came in April and June, so a wet-season visit tells you more about a site. A short checklist for any purchase here:
- Ask for the matrícula, not only a possession paper, and have a lawyer trace it.
- Get the Idema license and the city's building permit in writing.
- Measure the distance to the cliff edge, and check the 100-meter strip.
- Ask about water, sewage and the road in the rainy months.
- Ask for 12 months of rental statements, if you are buying income.
Questions about Praia da Pipa
Can I buy land in Pipa without a lawyer?
That would be a serious risk. A 2018 press report put properties without a public deed across Tibau do Sul at up to 80%, with no official statistic behind it, and environmental licensing can block building even on land with a paper.
How far is Pipa from Natal airport?
The town is about 84 km from Natal, and the airport adds the run across town, so allow extra time. A guide suggests shared transfers for people going straight to Pipa.
Are Pipa's cliffs dangerous?
They have killed people and they keep falling, with collapses in April and June 2026. Stay clear of the base and the edge, and check any property's distance from them.
What can a short let earn in Pipa?
AirROI's latest 12-month average for Tibau do Sul is R$ 51,396 of gross revenue per listing, before costs. Individual results vary widely by season and location.
