The road down and the channel crossing

A guide from late 2024 puts Guarujá 84 km from São Paulo and about an hour's drive, down the Via Anchieta and along the Rodovia Cônego Domenico Rangoni from Cubatão. That hour is for a clear road. Ecovias expected about 4.6 million vehicles heading for the coast between 15 December 2025 and 20 February 2026, and on peak days the Descida plan gives coast-bound traffic both carriageways of the Anchieta and one of the Imigrantes. An owner who plans to come every weekend should try a Friday departure before signing.

The ferry only matters if you are coming from Santos. It runs around the clock between Praça Gago Coutinho in Santos and Avenida Ademar de Barros in Guarujá, about 400 meters and a few minutes on the water, and a car paid R$ 12.30 in late 2025. A tunnel is coming, on paper. A concessionaire took over the project in 2026: a 1.5 km link with about 870 meters under the port channel, at about R$ 6.8 billion. The schedule has design in 2026, work sites in 2027, immersion in 2029 and operation in 2031. Nothing in that timetable helps a buyer this decade, so do not pay for it today.

Choosing by beach

Guarujá sells by beach, and each has a different feel. Pitangueiras is the central one, nearly 2 km long, with cafés, bars and Shopping La Plage on the seafront, and it is among the busiest. Astúrias is next door toward Tombo, with rougher greenish water, a pier and sunset watchers. Tombo is more tucked away, with a Bandeira Azul environmental flag and surfers. Enseada is the largest at almost 6 km, with firm dark sand, hotels, an aquarium and many of the new projects. Pernambuco is quieter and suits water sports. Iporanga is reached by trail or through a gated condominium, with a waterfall in the Serra do Guararu reserve that is for looking at and not for swimming.

As a general observation, the choice comes down to walking to shops at Pitangueiras against more space and less bustle farther out. Salt air shortens the life of window frames and air-conditioning units on the first rows, so read the condominium's accounts for facade work. Read the fee page before you compare two buildings, especially among older blocks.

Prices and who buys

FipeZAP covers Guarujá, which most beach towns lack. Its September 2026 average was R$ 7,024/m², up 6.64% in twelve months, against R$ 8,606 next door in Santos and R$ 12,206 in the capital. Monthly movement has been uneven, and September showed a small fall of 0.16%. Off-plan is well above that: Apto lists an average of R$ 10,452/m² and project prices from about R$ 379,000 to about R$ 1.2 million, mainly around Enseada.

As a general observation, the buyer is usually a family from the São Paulo area wanting a place for weekends and January, so the resale pool feels the capital's interest rates. Compare it with Ilhabela, which is farther and pricier by the night, or Balneário Camboriú in the south, where FipeZAP's readings run much higher. If you live in the city and want a second home, the city page shows what an apartment in the capital costs to hold alongside it.

Boaconta's calculator lists Guarujá's ITBI at 2%, with no law cited, so ask city hall to confirm the rate. The state fee tables apply, as the closing cost page shows.

A short season for short lets

The rental pattern is sharp. In the year through September 2026, AirROI counted 8,436 active listings, an average rate of R$ 637 a night and only 28.8% occupancy. Revenue averaged R$ 38,571 a listing, down 5.6%. January brings about R$ 9,500 a month and June about R$ 3,290, with occupancy swinging from around 45% to about 19%. Airbtics reads the same market higher at 39% occupancy and R$ 480 a night, with listings up 39.5% in a year. Either way, supply is growing and most of the year is slow. We publish no yield.

Apartment buildings dominate, which brings in the federal appeals court's May 2026 decision: repeat short stays need a two-thirds owners' vote, and the binding version is still to come. Ask for the convention and any minutes before you run the numbers. The short-let rules page covers the law. We did not find a municipal short-stay law here, so check with the city as well.

Marine land and the slopes behind the beach

Marine land is the title issue to raise. A federal band of 33 meters, measured inland from the tide line of 1831, covers this coast, and a home on it pays annual charges and a transfer fee to the federal property office. No public list of Guarujá's affected blocks turned up. Get the seller's SPU record, and let a lawyer check the matrícula for words such as aforamento or ocupação. The marine land guide has the rates. As a general observation, the first rows behind the sand deserve the most care.

Slopes are the serious physical risk. In March 2020 storms killed 45 people in the Baixada Santista, 34 of them in Guarujá, most at the Morro da Barreira do João Guarda. On 30 January 2025 the city recorded 108 mm of rain in a day, sirens sounded at night, and three landslides were logged at the Barreira do João Guarda and the Morro da Vila Baiana, with residents sheltered overnight. Those are hillside communities and not the beach blocks, but heavy rain closes roads across the town. Look at the Defesa Civil's map, and at our slope and flood checklist, before buying on or near a slope.

Questions about Guarujá

How far is Guarujá from São Paulo?

About 84 km, which takes about an hour in clear traffic by the Anchieta and the Cônego Domenico Rangoni road. Summer weekends and holidays run far longer.

What do Guarujá apartments cost, built or off-plan?

September 2026's FipeZAP figure is R$ 7,024/m². Off-plan projects listed on Apto average R$ 10,452, mostly around Enseada.

Will the Santos tunnel raise prices?

Nobody can say. The contract schedule shows operation in 2031, and it mainly helps people crossing from Santos, so treat it as a distant possibility and not a reason to pay more now.

Is Guarujá marine land?

Parts of the coast may be. No public block-by-block list was found, so a lawyer should check the federal record against the deed, especially for the first rows behind the beach.
