One built-up strip, two town halls
Visitors see Gramado and Canela as one trip, and travel guides describe them as one conurbation. For a buyer they are two municipalities, each with its own tax office, zoning, permit rules and civil defense. So Gramado's rules, such as its pause on new hotels and its 3% ISS on short lets, do not apply here on their own. Check with Canela's city hall what applies at the address and whether anything similar is coming. We found no published Canela law on short lets, so assume nothing either way.
The town grew fast. The census shows 39,227 residents in 2010 and 48,946 in 2022, up 24.7%, which makes Canela the larger of the two. Jornal do Comércio reported in 2023 that older people are moving here for quality of life and young families for jobs, that the town has an innovation center, and that it had run short of school places. Transfer-tax revenue had risen 21% in a year by September 2023, to R$ 11.6 million. If you are relocating with children, ask about school places before you choose a street.
The bus from Porto Alegre serves Gramado and Canela, with a stop at Salgado Filho airport. Allow about 2.5 hours by road, and more in the Christmas season.
What the discount to Gramado looks like
The best price evidence compares the two towns on a common method. The Planta study for the first half of 2025 put new homes at R$ 14,120/m² in Canela against R$ 19,946 in Gramado, a gap of about 29%. A listing portal shows R$ 16,374/m² for off-plan apartments in Canela, but it rests on a single project with a published price out of six listed. Treat that as an upper mark for new product, and note that FipeZAP covers neither town.
That price still exceeds what ridge apartments in Porto Alegre ask. At R$ 14,120/m² a new unit here costs more per meter than the R$ 10,306 asking median in Moinhos de Vento, because mountain launches are new and sold for leisure use. A used apartment or house may be far cheaper, but no resale index exists, so collect recent recorded sales through a local appraiser or registry office.
Buyers are a mix. The combined market for new homes rose 32.8% in the first half of 2025. Ask how many units a developer has actually sold, and treat any rental-income pitch as a sales claim until you have seen real statements.
Short-stay numbers against Gramado
AirROI's data through September 2026 show 1,269 active listings in Canela, 94% of them entire homes, up 32% in a year. Occupancy was 31.9% on open nights, in line with the state's 32% and below Brazil's 34%. The average booked night was R$ 478 and average annual revenue R$ 40,268, before your own costs. Gramado on the same source shows R$ 550, 35.6% and R$ 53,606, so Canela's lower purchase price comes with lower income.
The calendar is sharply seasonal. July averages about R$ 8,260 per listing and February about R$ 2,920. December is strong, and April has the weakest occupancy, about 27%. Guests book about 36 days ahead, which means an owner sees winter demand well in advance and has time to adjust prices. Off-season, the alternative is a long lease, though we found no published rent series for the town. What a building's convention can forbid is in the national guide.
The Parque Estadual do Caracol is the town's most visited sight. Sonho de Natal, Canela's Christmas program, runs from 30 October 2026 to 10 January 2027, overlapping with Natal Luz next door.
Landslide risk and the missing map
Canela's rains are the same rains that moved the ground in Gramado. The INMET station at the Canela airport recorded about 291 mm between 11 and 18 November 2023, more than double the month's average of 144.5 mm, and some 1,200 mm from September to November. In May 2024 landslides and road cuts struck again, with the worst of it in the rural area, with rocks and trees coming down. Civil defense counted 270 people displaced, 211 of them in 10 shelters, on one day that month.
The city said in 2024 that it would hire a geology firm to identify places prone to landslides, flooding and subsidence, and to study drainage beside the Parque do Lago and a bridge over the Rio Paranhana at Passo do Louro. We could not find the published result. Gramado has an SGB hazard map with 478 areas in its expansion zones, and we found no equivalent for Canela. So ask the city for its study, and ask SGB and civil defense about the address, using the flood and landslide check guide. For rural plots, also read the rural land guide, because foreign buyers face limits if the land counts as rural.
Look for cut slopes above or below the lot, cracks in nearby retaining walls and how water runs off the road. A geotechnical engineer's opinion costs far less than a repair on sloping ground.
Tax, climate and what to check
A third-party calculator shows ITBI at 3% of the higher of market or assessed value here, with no law cited. We could not open the municipal text, so confirm the rate at the finance department. State notary and registry fees are the same as in Porto Alegre, with each act capped at R$ 5,482.90 under the 2026 Rio Grande do Sul table, and the closing costs guide explains how they add up. Ask for the plot's sewer status, since Gramado's low coverage has become a planning issue and the same question is worth raising next door.
The hills are colder than the capital. In neighboring Gramado, at about 830 m, winter days run about 8 to 17 °C with frost on cold mornings and rare snow, and guides describe rain all year. Visit in July to test heating and damp, and at Christmas to see traffic. Check whether the house was built for cold, with insulation and gas heating, since a trade report says nearly all of Gramado's hotels use gas heating.
If you want a base in the capital and occasional mountain weekends, one option to price out is a smaller apartment in Auxiliadora plus short stays up here. For comparison outside the state, Petrópolis near Rio offers another hill-town market with its own slope history.
Questions about Canela
Is Canela cheaper than Gramado?
For new homes, yes: R$ 14,120/m² against R$ 19,946 in a 2025 study using the same method. Short-stay income is also lower, so compare both.
Do Gramado's permit pause and ISS apply in Canela?
Those are Gramado's own measures. We found no equivalent published for Canela, so ask its city hall before you rely on that.
Is Canela at risk of landslides?
Yes, particularly in the rural area: in May 2024 rocks and trees fell and 270 people were displaced. The city's promised geology study could not be found, so ask for it.
When is the best time to visit before buying?
July, to test cold and damp, and once more outside the holidays, to see the town at its quietest. Book early if your visit falls during Sonho de Natal.
