Getting up the hill
The fast route from Porto Alegre runs along BR-116, then the state roads RS-239 and RS-115. Travel guides put the whole trip at about 2 to 2.5 hours by car or bus. Viação Citral runs buses about every 30 minutes from 6:30 am to 8 pm, for R$ 40 to R$ 60, and many also call at the airport in Porto Alegre. Natal Luz weekends take longer. A new regional airport at Vila Oliva, in Caxias do Sul, funded through the federal PAC program, was still waiting for its start order in mid-October 2026, with a 30-month building schedule, and the city's secretary expected operations in three to four years.
The census counted 40,134 residents in 2022, up 24.2% since 2010. That fast growth in a small mountain town explains much of what follows. Canela starts where Gramado stops, with one continuous built-up area between them, and the two markets get counted together by developers.
A pause on new hotels and restaurants
On 30 June 2025 the mayor signed decrees stopping new permits for hotels with more than 20 rooms anywhere and for restaurants with more than 20 seats in the central zone. The pause has been renewed since. Jornal do Comércio reported on 1 July 2026 that it had been extended for six months, to 8 January 2027, covering hotels, inns, resorts and similar projects over 20 units, so that technical studies could finish. The city's attorney said in 2025 that new timeshare projects aimed at short-stay lodging fall inside the pause, while those already underway keep their rights.
The reason is infrastructure and oversupply. Only 41.95% of the urban population had access to a sewer network on 2024 federal data, and the mayor said building had to slow so that the gap could close. At the same time the city had 216 licensed lodging businesses and about 24,700 beds in 2025, with 33 projects in licensing and 13 under construction that together would take it to about 36,100. Average hotel occupancy over four years was 56.72%, with a low of 45.30% in 2024.
For a buyer this has three effects. First, if you buy an existing licensed small inn, ask a lawyer how the permit stands. Second, an off-plan unit depends on the developer's rights being preserved, so ask for the permit and read the off-plan guide. Third, ask whether a sewer connection exists at the address or whether you are on a septic system. We could not confirm from the reports whether purely residential buildings are affected, so ask the planning department.
New-build prices and who buys
FipeZAP does not publish Gramado, so the figures come from studies commissioned by the local trade. A study for Planta, which groups local real estate companies, put new homes at R$ 19,946/m² in early to mid 2025, some R$ 1,900 up on the prior year, and counted 650 units sold and 24 launches from July 2024 to June 2025. Sales of new homes across both towns climbed 32.8% in that half-year. Two-bedroom units were 63% of sales, and the mainstream segment sold for R$ 750,000 to R$ 1.5 million or so.
A Brain Inteligência survey cited in December 2025 gives a slightly different picture of the two towns: R$ 18,274 per private square meter on average, up 13% in 12 months, and R$ 27,918 for four-bedroom units. Of R$ 825 million launched from April to June 2025, 51% was luxury or super-luxury. These are developer asking figures. We found no published resale index, and the old-stock gap may be wide, so ask an appraiser for recent recorded sales.
Reports describe buyers wanting a second home for family use, and developers have begun launching one-bedroom units for young buyers and workers moving to the region. Someone choosing between a city base and a hill house can compare with Moinhos de Vento, at about half the new-build price per meter. Those weighing other Brazilian mountain markets can look at Campos do Jordão.
Slopes, not rivers, are the local risk
Gramado's trouble is moving ground. On 23 November 2023 a five-story apartment building fell in the Vale do Quilombo, two blocks from the Lago Negro, days after cracks appeared. The Canela airport rain gauge logged about 291 mm in the eight days to 18 November, and about 1,200 mm in the spring, more than double the seasonal average. A UFRGS geoscientist quoted by Extra Classe blamed a slope above 30 degrees and forest removal. SGB, the federal geological service, surveyed Rua Ladeira das Azaleias and Estrada da Pedreira in Três Pinheiros and Rua Augusto Orlandi in Loteamento Orlandi and concluded the ground may be creeping, a slow movement that needs monitoring and investigation.
Then came May 2024. Two large landslides at Pedras Brancas and Quilombo killed seven people on the night of 1 to 2 May. By 24 May the city was monitoring 228 points and more than 1,900 people had left their homes, though 375 had returned. New movement appeared in Piratini, where a crater opened on Rua Henrique Bertoluci, and on Rua Emílio Leobet, closed to protect the water main that supplies the town.
SGB's December 2025 hazard map lists 478 hazard areas, 476 of them planar landslides, but it covers only the town's expansion areas in macrozones 6 and 7, not the whole municipality, and SGB's 2026 chart of land fit for building covers those same areas, about 38.7 km² or 16% of the territory. So ask whether the address falls inside them, and do not read a lack of mapping elsewhere as a clearance. Ask for a geotechnical opinion on anything on or under a cut slope, and look for cracks in retaining walls, floors and neighboring buildings. The national guide on flood and landslide checks covers how to read such maps. The city says its tourist zone was not affected in 2023, though the collapse happened two blocks from the Lago Negro.
Short stays, the new ISS and timeshare
Gramado is the state's leading short-stay market after the capital in listing count. AirROI's latest year, ending in September 2026, shows 3,485 active listings, R$ 550 a night and 35.6% occupancy, with R$ 53,606 in average annual revenue. Airbtics, measuring to August 2026, puts it at 3,499 listings, R$ 449 a night, 48% median occupancy and about R$ 82,000 median revenue. The seasons are sharp: AirROI has July at about R$ 10,500 per listing, 3.2 times February's R$ 3,330, with November and December also strong and February to May slow. Listings have grown 27% to 37% in a year, depending on the source, while hotels have been told to wait.
A law approved in December 2025 charges ISS, the municipal services tax, at 3% of the nightly rate on short lets from 9 March 2026, the same rate as hotels, with platforms collecting it. Airbnb opposes it, arguing that residential short lets are not a commercial service. The national rental rules guide explains why this remains contested in Brazil, so ask a local accountant how it is being applied.
Gramado has also been Brazil's best-known timeshare market. A Panrotas report in 2024 counted 11 projects here, and a well-known hotel owner publicly attacked the model in 2025, warning of oversupply. Federal law allows it, but read the contract closely and compare with what full ownership costs. Selling a fraction later is a different business from selling an apartment.
Drawer contracts and ITBI
Unregistered purchases are common enough that the city ran a campaign about them. ITBI here is 2.3%, and the finance department cut it to 1.5% until 30 June 2026 for sales of up to R$ 2 million closed by December 2023 but never put through a public deed, known as drawer contracts. The finance secretary said owners tend to delay the deed, and warned that a creditor of the old owner can go after the property until the transfer is registered. So if a seller here offers you a contract and says the deed can wait, stop and check the guide to possession versus title. Ask the city which rate now applies, as the lower one has expired.
Winters are cold at about 830 m. Days run roughly 8 to 17 °C, frost comes on the coldest mornings and snow is rare. Inspect in July for heating and damp. Natal Luz runs from 22 October 2026 to 17 January 2027 this season, so expect full hotels and busy roads if you visit then. The film festival follows in August.
Questions about Gramado
Can new hotels still be built in Gramado?
Not for now, above 20 units. Decrees first signed in June 2025 were reported extended in July 2026 to 8 January 2027. Get the current decree from city hall before relying on a project's timeline.
How much does an apartment cost in Gramado?
New homes averaged R$ 19,946/m² in a 2025 study for local firms, with mainstream units from R$ 750,000 to about R$ 1.5 million. We found no published resale index.
Does Gramado flood?
Its main hazard is landslides and ground movement, not river floods. SGB's 2025 map of the town's expansion areas lists 478 hazard areas, and landslides killed seven people in May 2024.
Is there a tax on Airbnb in Gramado?
Yes. Since 9 March 2026 short lets pay ISS of 3% of each night's price, collected by platforms. Airbnb disputes the charge, so check for later rulings.
Is timeshare a good way to own in Gramado?
That depends on your use, and we give no investment advice. Read the fraction contract closely, and ask what resale record exists, since local critics have warned of oversupply.
