The decree that changed the first blocks
Anyone shopping in Ipanema in late 2026 should start with the map of a law barely four months old. The APAC Bossa Nova (Decree 58.245, July 2026) takes in some 750 buildings between the ocean and the second block inland across Ipanema and Leblon. New construction and additions in named stretches may not pass 20 meters, measured from the ground floor to the highest point, which comes to six or seven floors. Water tanks, machine rooms and underground levels do not count.
The named stretches include parts of Avenida Vieira Souto, Rua Prudente de Morais, Rua Maria Quitéria, Rua Garcia d'Ávila, Rua Joaquim Nabuco, Rua Joana Angélica, Avenida Rainha Elizabeth and part of Rua Visconde de Pirajá. Side walls with no windows are banned, a project must show that it casts no shadow on the promenade or the sand, and a lot merged with one inside the area falls under the same rules.
The decree also listed 17 properties, among them the Marajoara at Rua Prudente de Morais 814, Jardim Eleonor at number 65 on the same street, three buildings on Avenida Rainha Elizabeth and the facade of Colégio São Paulo on Rua Joaquim Nabuco. Any work on those needs the municipal heritage council's approval. If your building has been listed, your budget for a new facade or windows has just changed, and your broker may not know yet.
Stronger protection is not the same as a frozen skyline. An architecture professor at UFRJ told the press the new district is more liberal than the older Ipanema APAC of 2003, which capped height at 12 meters. Another urbanist complained that it does not stop transferred building rights from arriving, and the Reviver Centro program has in fact let developers use such rights here. The president of Ipanema's residents' association said an already authorized 19-floor building was going up next to hers. So before paying for a view, go to the city's licensing desk and pull the license history for the lots beside you, and have your architect check which class your own building falls in.
Reading the grid from sand to lagoon
Ipanema is a flat strip with the Arpoador rocks and Rua Francisco Otaviano at its eastern end and the Jardim de Alah canal at its western end, and water on both long sides. That shape explains most of the price differences inside it.
Front row is Avenida Vieira Souto. Behind it, Rua Prudente de Morais is the calmer residential parallel, and it is where many of the listed buildings sit. Next comes Rua Visconde de Pirajá, the commercial spine with shops, banks, offices and buses; apartments above it trade quiet for convenience, and a 2024 neighborhood guide lists it among the streets with security cameras at key points. Rua Barão da Torre and Rua Nascimento Silva run behind that, toward the lagoon. Rua Garcia d'Ávila is the tree-lined cross street the same guide singles out. As a general observation, Rua Farme de Amoedo, close to General Osório station, is the busy one, with bars, cafés and restaurants.
On the lagoon side, Avenida Epitácio Pessoa is a separate market. A December 2025 summary in Diário do Rio placed averages along it near R$ 33,000/m², so it ranks among the two most expensive streets in the city, without a beach in sight. Those prices pay for lagoon views. Anyone who wants water at a lower price can compare the bay front in Botafogo, at about half.
The metro runs under this grid, with General Osório at the Copacabana end, Nossa Senhora da Paz in the middle and Jardim de Alah at the Leblon end. Line 4 runs from General Osório to Jardim Oceânico in about 15 minutes, so a family with one parent working in Barra can cover that trip without a car. Almost nothing in Ipanema is more than a short walk from a station, and that is a large part of the case for buying here and not in Barra.
What a budget buys here
The three published figures differ. FipeZAP says R$ 26,996/m² for September 2026. Secovi Rio said R$ 24,271 for December 2025, up 5.9% in twelve months. A Corrida dos Bairros, counting 489 current apartment listings, has its median ask at R$ 19,643 for November 2026, and half of all listings sit from R$ 16,000 to R$ 23,053. The gap comes down to method and to the old back-block stock that the plain median includes. None of these is a deed price.
| Apartment size | Typical asking price | R$ per m² |
|---|---|---|
| Below 50 m² | R$ 890,000 | R$ 22,222 |
| 50–70 m² | R$ 1,295,000 | R$ 21,022 |
| 70–100 m² | R$ 1,760,000 | R$ 20,431 |
| 100–150 m² | R$ 2,475,000 | R$ 20,000 |
| Over 150 m² | R$ 4,300,000 | R$ 18,453 |
Two things stand out. The discount for size is small here compared with Copacabana, because large apartments are the point of the neighborhood. And a studio under R$ 900,000 buys the address, not a home with any room for guests.
The monthly carrying cost is high. Secovi's December 2025 condominium fee was R$ 18.74/m², up 5.2%, so a 100 m² apartment averages about R$ 1,874 before IPTU. Data Secovi's 60 m² test case for September 2026 shows R$ 7,655 of rent and R$ 1,216 of fee. An old building with doormen around the clock can run above that average, so ask for twelve months of receipts.
In São Paulo the comparison people make is with Jardins or Itaim Bibi. FipeZAP's January 2026 reading was R$ 25,373/m² here, while Itaim Bibi read R$ 19,461/m². A buyer who wants a beach and a city at a far lower entry price might look at Jurerê Internacional in Florianópolis, though that is a resort district and not a walkable city grid.
Tenants, foreign buyers and short stays
Rents here rerated early. FipeZAP's series took Ipanema from R$ 55/m² in 2021 to R$ 117/m² in 2026, while Secovi's year-end table reads R$ 117.66, up just 1.0%. That table places Ipanema's rent per square meter above Leblon's. Across November 2026 listings the median was R$ 104.5, with only 70 apartments on offer and a typical rental of 127 m² at R$ 13,300 a month, so the long-let market is thin and aimed at high earners.
Short stays are the louder story. Inside Airbnb's June 2026 count gave Ipanema a density of 1,168 listings per square kilometer, among the highest in the city. The bill before the city council (see the Rio market page) and each building's convention decide whether you can join them, and condominium bans are covered in the short-let guide. HotéisRIO recorded 99.75% hotel occupancy in Ipanema and Leblon during Carnival 2026, the highest of any zone, but the same demand falls off sharply in the low months.
Foreign money concentrates in the small end. Patrimóvel, a brokerage, said foreigners bought 32% of the 54 compact units it sold in Copacabana, Ipanema and Leblon from November 2025 to April 2026. That is a small sample from a firm with a stake in the market, so treat it as direction only.
Squares, the park dispute and street life
Daily life runs on a few fixed points. Praça General Osório hosts the Sunday Feira Hippie, which means crowds and blocked parking on one side every weekend. Praça Nossa Senhora da Paz is the quiet square in the middle, with the station beneath it. Zona Sul and SuperPrix supermarkets serve the neighborhood, Colégio São Paulo and Colégio Notre Dame are the traditional schools, and the public Hospital Federal de Ipanema is in the neighborhood; for private emergency care people go to Copa D'Or in Copacabana or Clínica São Vicente in Gávea.
The western edge is in dispute. The Jardim de Alah park is listed, and a private concessionaire holds it. A state appeals judge let work begin on 25 June 2025 on a plan with six restaurants, pedestrian bridges and an underground garage. In a filing reported in March 2026, state prosecutors asked the STJ to halt any work tied to what they call a planned shopping center on listed land. No ruling on that request could be found by November 2026. Anyone buying on the last blocks of Rua Visconde de Pirajá or Avenida Vieira Souto near the canal should ask how far the works have advanced and walk the site.
On events, New Year brings a parking ban a day and a half ahead on several streets. Carnival blocos run nearby too; check the published route list before fixing an inspection date.
The sea matters over decades. Ipanema is among the beaches a Coppe-UFRJ study said may lose significant sand under its 2100 scenario. No block-level crime data was found for this page; the police area figures reported in the press rank Centro, Catete and Barra higher for phone theft, but that says nothing about a given corner. The Cantagalo and Pavão-Pavãozinho hills at the eastern end are the part to learn on foot, day and night. The title guide has the steps for checking a deed.
Questions about Ipanema
How high can new buildings go in Ipanema?
On the stretches named in Decree 58.245 of July 2026, the limit is 20 meters from the ground floor. Check the older APAC rules and the plan for your lot too, since stretches outside the decree follow other limits.
Is Ipanema more expensive than Copacabana?
About twice as much. FipeZAP's September 2026 figures are R$ 26,996 against R$ 13,811/m², and the gap is similar on Secovi's table.
Can I rent my Ipanema apartment by the night?
No city law bans it so far, but many buildings restrict it in their convention, and the rule the courts apply is explained in the national guide. Get the convention and recent minutes before making an offer.
What rent should I expect for a two-bedroom in Ipanema?
The Data Secovi model for 60 m² gave R$ 7,655 plus R$ 1,216 of building fee in September 2026. Listings for larger two-bedroom homes run well above that.
Which part of Ipanema is the quietest?
As a general observation, inner streets such as Rua Prudente de Morais and Rua Garcia d'Ávila are calmer than Visconde de Pirajá or Farme de Amoedo. Nothing is silent around New Year, Carnival and the Sunday fair, so visit on those days if noise matters.
