Buying property in Beira-Mar, Jericoacoara

The only published land figure is a broker's 2018 quote of as much as R$ 12,000/m² for beachfront; no current sales data exists, and front-row asks sit above the rest of the village.

Where the front row runs

The seafront is short, and it has three parts. To the west, the beach runs toward the sunset dune, Duna do Pôr do Sol, with properties such as Casa de Areia on the Avenida Beira Mar and Vila Kalango close by on Rua das Dunas, which CNN Brasil lists near the dune. In the middle, the two main streets end on the sand, so the bars and the sunset crowd meet here. To the east, the shore becomes Praia da Malhada, and the route on to Pedra Furada begins, which is where the state plan counts its critical points.

Buyers should separate two products sold under the word "beachfront". Some properties stand on registered lots behind the sand. Others have grown onto the sand strip, with decks, bars and fences. The first has a title question. The second has a federal land problem too.

Travel writers note a practical point: some beachfront rooms are reached by stairs above shops, and one guide records nightlife noise reaching rooms until about 3 a.m., mainly on nights with an event on the beach. Sand and sea come with a crowd here. If you want calm with the sea nearby, Malhada is reported to be quieter than the central strip. Expect prices to reflect that.

A July 2023 march put motor vehicles on the beach among residents' complaints. Under the rulings so far, the concessionaire may charge for the park's attractions, naming the dune, Pedra Furada and the Árvore da Preguiça, so a seafront guest's day out may soon cost more than it did.

What the sea has taken so far

Ceará's environment department measured this shoreline from satellite images between 2016 and 2024. Its Plan of Contingency Actions, the PCEC, records up to 48 meters of retreat on the village beach, roughly 10 meters annually in the busiest stretches. Under the study's scale, anything worse than 1 meter a year counts as critical. Reporters found tides reaching ground once occupied by stalls and pousadas in November 2025, and the mayor called the problem urgent in June 2026.

Protection is improvised. The village has no official containment works such as Fortaleza's groynes, some merchants have built their own barriers, and the professors running the new study consider those measures of low effectiveness. The community council has said city interventions on the beach, done without technical basis, made erosion worse, and the federal property office stopped one such job in November 2025, in front of a luxury hotel. The university's survey, funded by the federal science ministry, was due to run for about 12 months from August 2026, subject to park licenses. Until then, no one has an engineering plan to point to.

The dune adds its own instability. Labomar researchers describe wind in the dry season pushing sand seaward, with crowds climbing the dune speeding it up. A buyer paying for the sunset view from the western end should look at what is left of it.

Below the sand runs infrastructure. Cagece reported in April 2024 that high tides had uncovered its pipes close to the sand, and it fitted barriers over them while studying a relocated network. Ask Cagece what now serves your block, and what is planned, before you believe a listing's "connected to the network".

If you are comparing seafronts, ask the same dated-image question at Natal's Ponta Negra, with a city road network behind its beach. This guide makes no prediction on either.

Federal land under the sand

The SPU's position, reported in January 2026, is that the sand strip and terreno de marinha belong to the federal government. Its operation of 21 January that year followed a recommendation from a federal prosecutor. Fifteen businesses got second notices after presenting registry records for some of the ground they use. Those notices concerned only the parts outside the registered lines, and the businesses had 10 days to clear them or face removal by the SPU and the city. A fine came with the earlier round, the superintendent said talks went well, and he promised more operations along the state's 573 km of coast. We found no report of what happened at the deadline, so walk the beach and ask.

What that means for a buyer of a seafront business: the area on the registry and the area you are shown may differ by the size of the terrace that earns the money. Measure the two against each other. If part of the land is federal, you may also face a federal transfer charge and annual fees, on which the federal land guide has detail. The registry will want the SPU's clearance.

The state and federal actions overlap. Idace's 2018 survey measured some 11,000 m² of land taken illegally in the village. Federal prosecutors have pursued hotel and pousada owners since 2014 over invasion, landfill and privatizing beach area, and they appealed in February 2025 the closure of a civil case, which was still pending when reported. Any seller of a front-row hotel should state whether the property has been named in those actions. Your lawyer should search the federal court in Sobral as well as the Jijoca court.

This is not unique to the village. O Povo's report lists similar clearances in 2025 at places including Fortaleza's Praia do Futuro, and says prosecutors sought to close 12 stalls at Canoa Quebrada. The SPU says it will keep going along the coast.

The returned land is not meant to stay empty. O Povo reported that the SPU wants the occupied areas back in public use and expects the city to urbanize them, so the view from your terrace may change. National coastal law also keeps beaches open: the Cruz diagnostic cites Law 7,661 of 1988 and a 2004 decree requiring access to the beach, including a duty on seafront owners to provide it. A wall or fence that closes a path to the beach can cause trouble whatever the deed says.

What the front row charges

Room rates show the premium. From-prices for a couple, drawn from Booking.com in a guide updated in October 2026, run as follows.

Lowest nightly rates quoted, October 2026 check
PropertyAreaFrom
Pousada Ponta da PedraMain beachR$ 465
Casa na PraiaBeachfrontR$ 893
Villa TibáMain beachR$ 1,300
EssenzaBeachfrontR$ 1,600
Hurricane JeriMalhadaR$ 1,800
The Chili BeachMalhadaR$ 4,600

Compare the central pousadas, which mostly start between R$ 500 and R$ 830 on the same check. AirROI's July 2026 peak for the village, at R$ 471 average, shows how far most Airbnb listings sit below the hotel end. No published figure separates seafront from the rest in occupancy. So ask the owner, and use a full year's statements.

Land was last quoted in public at as much as R$ 12,000 a square meter in January 2018, by a broker who called it a privilege for a few hospitality businesses. Eight years later the same report would read differently, so take the number as history. A price should now reflect two things that were not in the 2018 conversation: the state's 48-meter finding, and the SPU's clearance. A buyer paying a 2018-style premium without a discount for those has not priced them.

The kite schools, on the Cruz diagnostic's account, are at Preá. Peak months here follow the holidays, January and July, on AirROI's figures. A seafront owner's competition also sits a few minutes' walk away, on streets paying less for land and carrying none of the shoreline risk.

Checks for a front-row purchase

  1. Dated satellite images for each of the last ten years, showing the distance from the wall to the tide. They are free to view, and a surveyor can mark them up.
  2. The SPU's line and the seller's SPU record, if any. Ask whether the property was among the 15 notified in January 2026, and what was removed.
  3. The full registry record, with its origin in Idace's state record or in the disputed Junco records. The hub chapter on the land case explains why this matters.
  4. Permits for anything built on the sand side, along with the habite-se.
  5. The current sewer connection and any barrier the owner has built. Ask who authorized it, because the SPU treats unauthorized works on the beach as violations.
  6. Insurance. Ask a broker in writing whether damage from the sea is covered.

Then run the numbers with the front terrace removed. If the business still works, the price may be defensible. If it doesn't, you are paying for sand the federal government says it owns. The purchase guide covers how to hold money back until those answers arrive.

Questions about Beira-Mar

Can I buy land on the beach in Jericoacoara?

You can buy a registered lot behind the sand, if its title holds. Federal officials claim the sand strip and terreno de marinha, and they have ordered structures off them.

How much beach has been lost in front of the village?

The state's plan gives up to 48 meters between 2016 and 2024. A university team was to start measuring in August 2026.

What happened to the beach bars notified in 2026?

They were given 10 days from 21 or 22 January to remove what lay outside their registered areas. We could not find a later report, so check on site.

Are there sea walls in the village?

No groynes or similar official structures exist here, according to a June 2026 report. Business owners have added private barriers that researchers rate as weak.

Do beachfront pousadas earn more?

Asking rates are higher, from R$ 465 to R$ 4,600 a night on one October 2026 check. Occupancy data by location is not published, so ask for the property's own records.
