A beach that behaves differently
Walk north past Lagoa da Anta and the water changes. Unlike its neighbors, Cruz das Almas has strong waves, which is why surfers come and why Melhores Destinos does not recommend it for families with small children. The same guide calls it quiet, with little infrastructure and few people, and advises care on the empty boardwalk after dark. For a certain kind of buyer that is the attraction. Someone who expects the reef-calm pools of Ponta Verde will be disappointed.
The sea front is also behaving differently in the data. The 2023 University of Alagoas study found the tide line gained an average of 0.24 meters here over those 11 years, with Jacarecica next door also slightly positive, while everything to the south retreated. Its authors warn against comfort: the balance is delicate, and this stretch has few protective works, so stability could turn into erosion. So ask an engineer about any front-row plot, and do not read that small positive number as a guarantee.
Bathing water is not a free pass either. Melhores Destinos says the area is reported to be polluted and advises checking the state's reports. In May 2024 IMA listed two failing stretches here: Avenida Brigadeiro Eduardo Gomes in front of the Ritz Residence and Avenida Eustáquio Gomes in front of Leroy Merlin. The name to know is Avenida Brigadeiro Eduardo Gomes, which Apto lists as one of its two most sought-after streets for new units.
How a mall moved the map
Until about 2000 this was the edge of town. A 2021 review by Federal University of Alagoas researchers says Cruz das Almas grew through low and mid-standard subdivisions and condominiums, on the limit between urban and rural zones, with little infrastructure and little of its neighbors' price growth. Then in the 2000s the master plan called it an urban expansion zone, buyers began assembling land, and public works followed: a redone sea front with Avenida Josefa de Mello in 2010, and a dual AL-101 Norte heading up the coast.
Parque Shopping arrived in 2013, an initial R$ 350 million for 200 stores and parking for 2,000 cars. A home-improvement store followed in 2016 and supermarkets in 2018. By November 2024 Movimento Econômico was reporting a R$ 55 million expansion with 45 more stores and a covered walkway from the mall to residential and commercial buildings and a hospital. Unimed says its Hospital Praia is being built here, with up to 250 beds, and work was continuing in May 2026. The private hospital with a full emergency room in our sources, Arthur Ramos, sits up in Gruta de Lourdes, so one here could matter to retirees.
All of this draws builders. MRV launched Mirante da Lagoa and Mirante das Águas in 2025 and other projects before that, and Moura Dubeux launched a high-end condominium here; its regional director called the area one of the main recent growth vectors. Mentioning them is not an endorsement. Work through the off-plan protections before paying anyone a deposit.
Prices catching up with Jatiúca
FipeZAP tells the story in four readings: R$ 8,158/m² in February 2024, R$ 8,616 in July 2024, R$ 9,467 in April 2026, and R$ 10,854 in September 2026. The latest is up 13.6% in 12 months, the strongest on the coastal list, and only R$ 317 below Jatiúca. Meanwhile Mangabeiras, which started level with it, has barely moved. Asking rent is R$ 59.0/m², up 8.5%, almost the same as Jatiúca's R$ 60.3.
The new-build range is wide. Apto lists 22 properties averaging R$ 14,352/m², from R$ 8,435 at the low end to R$ 21,247 for a studio building by Lagoa da Anta. Sizes run from 24 to 263 m², averaging about 84 m². Chaves na Mão shows a 31 m² launch on Rua Marechal Mascarenhas de Moraes from R$ 442,405 and a 260 m² apartment at R$ 4,000,000 with a R$ 1,600 fee. So this one neighborhood covers federal-program housing through to luxury, sometimes a few blocks apart, and the buyer next door might be anyone.
A sharp rise also means a sharper question about what you are paying for. Part of it is a beach, and part is the expectation of more infrastructure. Some of that infrastructure is real and visible, and some is a line on a federal list. Regional buyers weighing similar edge-of-center sea fronts look at Praia do Futuro in Fortaleza and Capim Macio in Natal, and should run the same checks there.
How tall it may get
A 2021 University of Alagoas paper shows the neighborhood's own split: at its southern end, low buildings with small setbacks like the older neighbors; at its far end, slim, tall ones that follow the 2007 code. The same paper puts the cap at 20 floors in zone ZR-5, which takes in part of this neighborhood, and a builder said in 2025 that buildings of up to 20 floors already stand near Parque Shopping. A proposal for five blocks by Lagoa da Anta, 15 floors in 2025 and 13 in the version put before federal prosecutors in April 2026, has been the most public fight, and a June 2026 federal prosecutors' note places Lagoa da Anta here.
What comes next is unclear. Lauro Braga, a local specialist, says the draft master plan would limit growth on the north coast, naming Cruz das Almas, Jacarecica and Guaxuma, and push building toward the upper city, where he sees a conflict with where builders want to go. Sinduscon-AL wants the north coast reconsidered and current land-use indices kept. Draft language reported in June 2026 describes controlled occupation with medium density and height across the northern plain, tied to infrastructure and public beach access. The first hearing was held on 29 October 2026, and amendments are expected.
So for a buyer, the view from a mid-floor apartment today is not protected by anything you can rely on, and neither is any assumption about what may rise next door. Read the final text once the council votes. If you are buying land, get Iplam's parameters for the exact lot. Off-plan buyers should confirm the license chain, as the Maceió guide explains in its master plan section.
Jacarecica next door and the sewer works
Jacarecica, just to the north, shows how uneven this stretch is. FipeZAP lists it at R$ 11,244/m², above Cruz das Almas, but down 1.2% in 12 months, with asking rent down 14.1% to R$ 54.6. Apto describes prices in Cruz das Almas as below the city's new-build average and takes that as a sign of weak demand, which is only the site's interpretation. Brain's figures suggest the opposite for the city as a whole, with record sales and only 19.4% of compact launches left unsold. Mixed signals like these are normal in a fast-changing area, and a buyer should not lean on any one of them.
Basic services are still catching up on the north side. A R$ 133.9 million program of sewer lines, nine lift stations, a treatment plant in the Saúde area, drainage and paving had reached 94% by June 2026, according to the city, and BRK is due to run it afterward. The report does not list neighborhoods, so ask whether your street is connected or still relies on a septic tank. Prosecutors raised sewage and a shallow water table in the Garça Torta case farther north, and the same question is fair here.
Roads, commutes and the way north
This is a car neighborhood today. Movimento Econômico describes access to the north coast along AL-101 Norte and links to the upper city, and that is the appeal: you can reach the mall, the hospital and the coast road without crossing the crowded center. Avenida Comendador Gustavo Paiva and Avenida Brigadeiro Eduardo Gomes are the addresses most buyers see, and Avenida Eustáquio Gomes has Leroy Merlin. The federal priority list adds a corridor on Avenida Josefa de Melo and a rapid bus on Gustavo Paiva, neither built.
For a weekend at São Miguel dos Milagres or Maragogi, starting here saves the drive through the city. Riacho Doce, farther up, has a planned R$ 600 million arena and park, its auction pencilled in for early 2027, which would bring events traffic past this stretch if it happens.
Cruz das Almas and Jatiúca each had 4 intentional violent deaths over January to November 2025, neighboring Mangabeiras none, and Jacarecica next door 1. Those are small counts, and they do not address the quiet-boardwalk issue at night. For long-term tenants, the hospital and the mall suggest families and staff as natural tenants, though that is our reading and no survey says so. A title check matters here more than in older areas, because many plots came from recent subdivisions and the first row sits where federal land questions begin.
Questions about Cruz das Almas
Why have prices risen so fast in Cruz das Almas?
FipeZAP shows R$ 10,854/m², up 13.6% in 12 months. Local reports point to Parque Shopping, a planned Unimed hospital and many new launches, though the index itself gives no reason.
Can children swim at Cruz das Almas?
Melhores Destinos advises against it because of strong waves. Families who want calm water usually go to Ponta Verde or Pajuçara, and should still check IMA's reports.
How tall can buildings be here?
A 2021 university review puts the limit in zone ZR-5, part of this neighborhood, at 20 floors, and a builder says buildings that tall already stand near Parque Shopping, but the draft master plan may restrict the north coast. Ask Iplam for the exact lot and wait for the final law before paying for a view.
Is Cruz das Almas eroding?
The 2009 to 2020 study found a small gain of 0.24 meters, unlike the retreat farther south. Its authors warn the balance is delicate, so have front-row lots inspected.
Is there a hospital nearby?
Unimed is building Hospital Praia here, with no opening date found. For now, the main private care we found is in the upper city, such as Arthur Ramos at Gruta.
